Job Context:
∎ SUPPORTING FLOOD FORECAST BASED ACTION AND LEARNING IN BANGLADESH (SUFAL) PROJECT
∎ ASOD is a reputed non-government national organization in Bangladesh working since 1985 and engaged in transforming the lives of community people significantly in selected areas of the country. The existence of ASOD was based on building upon active and spontaneous participation of the extreme poor, ensuring gender equality, social justice, disaster preparedness, flood resilience, productive and sustainable development and protection of the rights of the underprivileged by building a society free from all sorts of exploitation. The organization has implementing multi-dimensional programs like, agriculture, livestock, women empowerment, livelihood, disaster, health and nutrition, Water & Sanitation, non-formal education, resources mobilization, market development.

∎ With the support from Concern Worldwide and funded by ECHO, ASOD is going to implement a project named `Supporting Flood Forecast-based Action and Learning in Bangladesh` (SUFAL)` at Gaibandha district in Saghata upazila. The project aims tostrengthen the case for Early Actions (EAs) by implementing Forecast based Action (FbA) in three flood districts of Northern Bangladesh. ASOD will lunch this project at Gaibandha district and will work with local government DMCs to implement FbA to address the technical, economic, and institutional barriers to initiate early actions. The project will strengthen flood-forecasting early warning system at Gaibandha district by facilitating impact-based forecasting to contextualize forecasts and early action (EA) by developing an institutionalized mechanism to initiate FbA through Standard Operating Procedures (SOP). The project will facilitate national to local level dialogue and advocacy around FbA to address institutional mandate challenges. By increasing anticipatory capacity to take EA, this project will improve the Government of Bangladesh`s ability to respond rapidly to floods.

∎ Project Duration: 15 months(expected to join from 3rdweek of August)

Job Responsibilities:
∎ Job Summary
∎ The purpose of this position is effectively and efficiently facilitate the implementation of FbA project activities/interventions at field level that communities and DMCs will be empowered on deliverables from this project. Under the close supervision of PM, S/he will assist overall planning and budgeting for each activities related to design FbA mechanism. S/he will ensure the support to PO- Capacity Building and PO-FbA dissemination related to prepare the field to perform particular tasks i.e Flood risk mapping, identification thresholds and FbA actions. S/he will also mobilize and facilitate the engagements of FbA stakeholders in project meetings, workshop and seminar at field level. The person will ensure the logistic mobilization timely by the support from ASOD procurement committee.
∎ Main Duties and Responsibilities:
∎ Technical Responsibilities -Field Mobilization
∎ Mobilize and facilitate active participation of DMC members and vulnerable community members in FbA planning, monitoring and implementation and evaluation process.
∎ Assess the needs and resources required for project activities such as forecast mapping, consultation for identification threshold and early actions, FbA simulation exercise etc.
∎ Facilitate to form community volunteers/ stakeholder groups and organise training on FbA actions such as flood monitoring, risk identification, forecast translation ect.
∎ Manage the gauge readers to collect appropriate data timely and share with local DMCs and/or WDB office to generate evidence based flood forecast messages at community level.
∎ Ensure all logistical support to organise trainings, seminar or workshop at upazila and district level.
∎ Develop and maintain constructive and cooperative working relationships with local DMC representatives and key stakeholders such as WDB and upazila level service providing agencies and their representatives.
∎ Manage and regularly check project assets to ensure their right purpose of use.
∎ Compile relevant project data, and prepare documents for evidence base for FbA.
∎ Promote and motivate inclusive participation by community representatives, in all project activities, taking care to assist cooperation with regard to gender, etc
∎ Distribute FbA IEC materials to relevant institutional stakeholders to ensure quality technical messages and approaches is reaching all the target beneficiaries.
∎ Mobilize local support of civil society, community leaders, and other elite for quality project implementation as per procedures of Concern and ECHO.
∎ Monitoring and Impact Assessment:
∎ Maintain accurate records and prepare reports related to project activities.
∎ Organize monthly coordination meetings with DMC and venerable group representatives to assess and mobilise to FbA mechanism
∎ Visiting, monitoring and reporting project progress according to prescribed tools
∎ Reporting & Communication:
∎ Develop reports for related FbA activities based on actual monthly plan that contributing to the project.
∎ Ensure that cross cutting issues such as participation, gender, age and disability are effectively integrated in FbA actions and develop the report accordingly.
∎ Maintain effective liaison with relevant government departments, DMC members at Upazila level and Union level and engage them in FbA actions.
∎ Participatesin local government regular events to advocate and disseminate FbA mechanism
∎ Networking:
∎ Liaise with relevant government departments, relevant institutions, NGO networks as advised by the line manager.
∎ Participate in relevant Union/Upazilla and district level meetings/training and represent the project

Additional Requirements:
∎ At least 5-7 years' experience on CBDRR/Social Mobilisation/ Flood Risk Management/ Resilience Building etc.
∎ Strong community mobilization experience, impressive and ability to work smoothly with different level of community people and experience from DIPECHO cycles would be an added advantage
∎ Communication and influencing ability

Salary: Tk. 38000 (Monthly)
