Job Context:
∎ ASOD is a reputed non-government national organization in Bangladesh working since 1985 and engaged in transforming the lives of community people significantly in selected areas of the country. The existence of ASOD was based on building upon active and spontaneous participation of the extreme poor, ensuring gender equality, social justice, disaster preparedness, productive and sustainable development and protection of the rights of the underprivileged by building a society free from all sorts of exploitation. The organization has implementing multi dimensional programs like, agriculture, livestock, women empowerment, livelihood,DRR,FbA health and nutrition, Water & Sanitation, non-formal education, resources mobilization, market development.
∎ With the support from Concern Worldwide and funded by Zurich Foundation through Zurich Flood Resilience Alliance, ASOD is going to implement `Flood Resilience Project` at Lalmonirhat and Gaibandha district and looking for suitable candidate for the following positions:

∎ Project Manager

∎ Project Name: Flood Resilience Project

∎ Types of contract: Fixed terms
∎ Project Duration: Up to April 2023
∎ Number of position: 1 (one)

Job Responsibilities:
∎ The responsibility of this position is to manage overall activities and achieve set goals of the project in order to implement the "Flood Resilience Project". To bring sustainable and systemic changes of flood victims, he/she will keep in close contact with all relevant stake holders in catchment areas. Themain responsibilities of the Project Manager is to assist different level of staff to implement the project intervention by addressing issues of unpaid care/ work, promote gender, prepare action plan; reporting, and event management. Keepliaison, networking and advocacy with different GOB& NGOs in terms of share project goal, objectives and output results and initiate 'Theory of Change' conversation and build common ownership.
∎ Programme Management:
∎ The Project Manager will provide his/her support in community mobilization, community need identification, ensure efficient implementation of community level intervention i.e resilience activities at the community level and developing the community based DRR plan.
∎ The Project Manager will responsible to develop work plan for monthly, quarterly as well as annually.
∎ The project manager will spend 50% of his/her time together with the project team at the communities to ensure quality of understanding of project is established among the project participants where the program participants are actively playing their role into the project.
∎ The project manager will ensure program participants and CBOs and stakeholders that the project is working with have access to the project information on local language, and for any development intervention the informed consent of the beneficiaries are obtained.
∎ The Project Manager will facilitate communities in fulfilment of their agreed commitments with regards to community contribution towards the community level intervention.
∎ As a member of the senior project management team, the project manager will support the project team on development of integrated community level planning.
∎ The project manager will ensure a procurement plan is developed for the project goods and services and is approved by Executive Director/concerned approval authority. The project manager will follow up the implementation of procurement plan.
∎ Facilitated to develop appropriate MoUs / Agreements with communities and beneficiaries to ensure role clarity into joint project initiatives.
∎ Ensure the assessment tools are translated and actions are taken upon completion in due course. The staff and enumerators carrying the assessment forward are trained on how to do the job.
∎ To develop system for collecting baseline information and tracking the project progress in line with the log frame indicators of the project.
∎ Ensure that the project is carried out according standard operating procedures, technical manuals and policies.
∎ Ensure / promote women participation in the meetings/workshops wherever possible.
∎ To ensure learning and recommendations of the project, as well as findings from Monitoring and Evaluation activities are accordingly adapted and implemented in the projects
∎ Project Manager will responsible for financial management and monitoring to utilizing the funds.
∎ Monitoring and Impact Assessment:
∎ Ensure regular information collection on each agreed indicators and reported through reports as per organizational and donor needs.
∎ Work with the Monitoring and Evaluation Coordinator of Concern and develop impact monitoring indicators and system to understand, document and disseminate the impact of the project and learning.
∎ Organize regular internal monitoring and impact assessment visits from the targeted villages in coordination with M&E unit.
∎ Assist in develop data management system (Dashboard) for all project related activities and update it on regular basis where necessary.
∎ Reporting & Communication:
∎ Develop and submit accurate monthly work plans and reports to line manager copying the Programme Manager of Concern for the information.
∎ Develop high quality donor reports for resilience related activities that is contributing to the project donor reports as required.
∎ Ensure government participation in key social events such as trainings, exposure visits, workshops etc, as appropriate
∎ Liaise with relevant government departments and keep updated them on the project progress and achievements on regular basis.
∎ Capacity Building:
∎ Develop training modules in any aspect of resilience where deemed necessary
∎ Adapted the recommendation of field visit and assessment in to the project
∎ Organize exchange / exposure visits for community members cross district where applicable.
∎ Networking:
∎ Liaise with relevant government departments, relevant institutions, NGO networks as advised by the line manager/Programme Director.
∎ Participate in relevant national, divisional and district level meetings and represent the project
∎ Participate in the meeting of Development Coordination Committee at Upazilla /District level as appropriate.
∎ Programme development and management:
∎ To bring sustainable and systemic changes of flood victim peoples in catchment areas the following specific responsibilities are:
∎ Responsible for overall project management, implementation and achieving the stipulated results of the project
∎ Provide leadership, guidance and support to the team for effective implementation of project.
∎ Prepare budget and ensure monitoring of progress by ensuring value for money.
∎ Make sure M&E system is effective and operational that would provide adequate information for decision making.
∎ Analyse the project progress using the M&E information, identify the constraints and initiate appropriate actions.
∎ Liaison with the respective supervisors, focal person and Concern Worldwide regarding project related issues.
∎ Represent the project at Upazila and district level.
∎ To identify the available public services & make linkage between project participants and the service providers at union and Upazilla level (in accordance with the community needs assessment).
∎ Assist to link issues with local and national level movement, networks etc.
∎ Develop training module and facilitate different training as per the requirement of the project
∎ Provide capacity building support to community based organization
∎ Re-activate and functioning and capacity building support to DMC
∎ Prepare Community risk and vulnerability plan and establish early warning system
∎ Produce various types of periodic quality activity reports, share with respective supervisors and Concern Worldwide meeting the deadlines.
∎ Facilitate effective coordination between Concern, GoB counterparts and others.
∎ Assist to Conduct survey and final evaluation and prepare report.

Additional Requirements:
∎ At least five years' experience of DRR/ NRM / Climate Change / Watersheds, Resilience Building etc.
∎ Required Competencies:
∎ Technical
∎ The incumbents should have experience in planning, designing and guiding the implementation of the project activities in the rural areas; experienced in flood resilience; experienced in developing project implementation strategy, guidelines and management tools; experienced in developing training modules and materials, organizing and facilitating the training sessions at the community, liaison, networking and advocacy UP/Municipality, Upazila and District level; dynamic, have knowledge about budget preparation, monitoring of expenses, report preparation at the different stage of the project; excellent knowledge on Disaster Management and National & International Disaster management policy; Good knowledge and experience on DRR and disaster risk management cycle; extensive experience of working within a management role; previous experience of managing a large multi-sector as well as project management across multiple locations; good knowledge on monitoring and evaluation activities, designing monitoring tools for the project.
∎ General
∎ Good communication skill in English with free hand writing-prepare reports, NGO Project Proposal/Appraisal, conduct Staff Development Training (ToT Skill); exceptional knowledge on staff supervision, mentoring, coaching and development; good skills in computer operation especially on MS-Word, power point and spread sheet, internet and email applications; willing to work in pressure situation and interested to visit the remote areas of Bangladesh; hardworking and good interpersonal relationship and ability to work in a team; experienced in communication, liaison and collaborating with the GO/NGO officials.
