Job Context:
∎ SUPPORTING FLOOD FORECAST BASED ACTION AND LEARNING IN BANGLADESH (SUFAL) PROJECT
∎ ASOD is a reputed non-government national organization in Bangladesh working since 1985 and engaged in transforming the lives of community people significantly in selected areas of the country. The existence of ASOD was based on building upon active and spontaneous participation of the extreme poor, ensuring gender equality, social justice, disaster preparedness, flood resilience, productive and sustainable development and protection of the rights of the underprivileged by building a society free from all sorts of exploitation. The organization has implementing multi-dimensional programs like, agriculture, livestock, women empowerment, livelihood, disaster, health and nutrition, Water & Sanitation, non-formal education, resources mobilization, market development.
∎ With the support from Concern Worldwide and funded by ECHO, ASOD is going to implement a project named `Supporting Flood Forecast-based Action and Learning in Bangladesh` (SUFAL)` at Gaibandha district in Saghata upazi Upazila. The project aims to strengthen the case for Early Actions (EAs) by implementing Forecast based Action (FbA) in Bangladesh. ASOD will lunch this project at Gaibandha district and will work with local government DMCs to implement FbA to address the technical, economic, and institutional barriers to initiate early actions. The project will strengthen flood-forecasting early warning system at Gaibandha district by facilitating impact-based forecasting to contextualize forecasts and early action (EA) by developing an institutionalized mechanism to initiate FbA through Standard Operating Procedures (SOP). The project will facilitate national to local level dialogue and advocacy around FbA to address institutional mandate challenges. By increasing anticipatory capacity to take EA, this project will improve the Government of Bangladesh`s ability to respond rapidly to floods. RIMES (Regional Integrated Multi hazard Early Warning System) will give the technical support to this project and operation will be guided through a consortium approach formed together by CARE, Concern Worldwide and Islamic Relief.

∎ Project Duration: 15 months (expected to join from 1st week of September)
Job Responsibilities:
∎ Job Summary
∎ The responsibility of this position is to manage and care overall capacity building activities to establish FbA mechanism to relevant stakeholders, project participants and DMC members at union and Upazila level. In close cooperation with the Project Manager, S/he will organize and facilitate community and DMC level consultation meetings/workshop on flood risk & vulnerability to design and disseminate the FbA mechanism including an intensive support to develop SoP and FbA financial management guideline at Upzaila and district level. The person will regularly captured the learnings and will organize and facilitate 'Learning and Sharing' events at Upazila and district level.
∎ Main Duties and Responsibilities
∎ Technical Responsibilities -
∎ Support the institutional capacity building of stakeholders to enhance their response capabilities to floods using FbA mechanism.
∎ Organize and facilitate meeting, seminar, workshop on FbA mechanism at Upazila and district level;
∎ Facilitate training sessions on anticipating forecast and threshold matrix to vulnerable groups and DMC members;
∎ Support to develop FbA operational guidelines/SoP/financial management and provide support to the identified resource personnel;
∎ Distribute IEC materials to relevant institutional stakeholders to ensure quality technical messages and approaches is reaching all the target beneficiaries.
∎ Arrange and provide capacity building training to selected beneficiaries for quality project implementation as per procedures of proposal;
∎ Captured and document the project learnings throughout the project period and sharing through learning and sharing event at local and district level;
∎ Compile participatory feedback from stakeholders and DMC members during FbA mechanism developing stage and submit to project management team for further action;
∎ Identify the areas of improvement for promoting FbA mechanism and share with PM-ASOD and PC-Concern.
∎ Maintain the close contact with union and Upazila level stakeholders and DMC members;
∎ Support to organize any national level event;
∎ Monitoring and Impact Assessment:
∎ Ensure regular information collection on each agreed indicators and reported through reports as per organizational and donor needs.
∎ Monitor the capacity building indicators as mentioned in the proposal/LFA
∎ Document and disseminate the impact of the project and learnings.
∎ Assist in developing data management system (Dashboard) for all project related activities and update it on regular basis where necessary.
∎ Reporting & Communication:
∎ Develop and submit accurate monthly work plans and reports to line manager.
∎ Develop reports for related activities that is contributing to the project.
∎ Ensure government participation in key social events such as trainings, exposure visits, workshops etc, as appropriate
∎ Liaise with relevant government departments and keep updated them on the project progress and achievements on regular basis.
∎ Capacity Building:
∎ Identify the needs and gaps on FbA functional mechanism among the stakeholders
∎ Information generate to develop training modules in any aspect of FbA/ Flood Forecasting where deemed necessary and support to project resources personnel for developing FbA module and SoP.
∎ Organize the orientation for project stakeholders to understand FbA context and overall Early Warning and Early Action (EWEA).
∎ Networking:
∎ Liaise with relevant vulnerable communities, elected bodies, project beneficiaries, government departments, relevant institutions, NGO networks as advised by the line manager.
∎ Participate in relevant Union/Upazilla and district level meetings/training and represent the project
Additional Requirements:
∎ At least 5-7years' experience on CBDRR/ Flood Risk Management/ Climate Change / Resilience Building etc.
∎ Excellent training skills; persons having previous experiences in training and capacity building initiatives in disaster management will get preference.
∎ Excellent communication and coordination skills
Salary: Tk. 38000 (Monthly)
