Job Context:
∎ Bangladesh Petrochemical Company Limited (BPCL) is looking for a Project Manager/coordinator to lead the World Bank funded Plastic Waste Management & Recycling Project.
∎ BPCL has pioneered the concept of creating worth out of waste in Bangladesh being the first and only post-consumer food grade PET bottle to bottle recycling plant in the nation. BPCL was incorporated in 2011 and started its commercial operation in July 2016. Till date, BPCL has contributed to recycling over 1,800,000,000 (180 crore) used PET bottles, preventing them from getting dumped into the ground/river/drain, reducing 25,000 tons of Green House Gas emissions. BPCL`s bottle collection supply chain has provided an income to 35,000 waste pickers by procuring BDT 1 billion (100 crore) worth of discarded PET bottles.
∎ Project Overview:
∎ The primary objective of the project is to formalize the Plastic Recycling Value Chain to ensure the steady collection of recyclable plastic (RP) removing them from environment by establishing "collection hubs" or recycling business units (RBUs) across Bangladesh. These RBUs will facilitate the transportation, storage, and processing of plastic waste.

∎ The Project is co-funded by the World Bank and Parley for the Oceans and implemented by the South Asia Co-operative Environment Programme (SACEP), supported by the United Nations Office for Project Services (UNOPS).

Job Responsibilities:
∎ Set up collection hubs throughout Bangladesh and transform these hubs into Recycling Business Units (RBUs) through partnerships with local entrepreneurs.
∎ Ensure the execution of the entire project within the allocated budget and prescribed timeline.
∎ Prepare and submit regular reports to BPCL management, including project progress, financial status, and challenges encountered.
∎ Develop Bill of Quantities (BoQ), conduct site selection, and carry out land surveys, facilitating the setup of collection sites in coordination with procurement and hub management.
∎ • Develop an Environment and Social Management Plan, including Environmental Assessment Impact (EAI) reports for all RBUs, working closely with the Department of Environment and local authorities.
∎ Create Standard Operating Procedures (SOPs) covering Health, Safety, Social, and Environmental procedures, along with a training manual and a training plan for regular training activities.
∎ Ensure compliance with procurement policies, including non-discrimination and PSEA clauses in contracting agreements.
∎ Develop and implement Human Resources Policy, Gender and PSEA Policy, and address recommendations from the World Bank on gender
∎ Implement a Financial Management Policy with clear Delegations of Authority.
∎ Oversee partner activities related to Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH), and Grievance-Based Violations (GBV) risk assessment programs and help implement related policies and procedures.
∎ Take a leadership role in resolving any grievances raised within the project.
∎ Work closely with the project team and BPCL management to prepare comprehensive action plans, including resource allocation, time frames, scope statements, stakeholder agreements/contracts, and budgets for projects.
∎ Handle various project management administrative tasks, such as billing, day-to-day activities, HR functions, and employee databases.
∎ Issue all appropriate legal paperwork, including contracts and terms of agreement.
∎ Engage and communicate with various stakeholders, including the local community, Vhangari Representatives, Volunteers, Waste Pickers Association, HUB management, Customers, Government authorities, AKVO Foundation/Workers association, and HUB workers.
∎ Ensure that the project complies with all relevant laws, regulations, and World Bank policies.
∎ Be responsible for capacity-building activities to sustain project outcomes.

Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ A minimum of 7-10 years of experience in project management, with a strong background in environmental projects and social risk assessments in the World Bank or similar international development projects is highly desirable.
∎ Familiarity with environmental sustainability, plastic waste management, and recycling, as well as expertise in addressing SEA, SH, and GBV issues in development projects.
∎ Experience in running a commercial business will be a plus.
∎ Working experience with environment and recycling projects will be an advantage.
∎ Proven analytical and planning skills.
∎ Excellent communication skills in both verbal and written Bangla and English.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Availability to travel to remote areas and spend time at the field level.
∎ Proficiency in computer knowledge (MS Office package in both English and Bangla).
∎ Strong teamwork approach.

Salary: Tk. 100000 - 130000 (Monthly)
