- At least 5 years of professional experience in humanitarian or development program management, including at least 2 years in a supervisory or project management role.
- Minimum 2 years of working experience in Rohingya response programming in Cox's Bazar is strongly preferred.
- Proven experience in project planning, implementation, budget management, reporting, team supervision and stakeholder coordination.
- Strong understanding of Rohingya refugee response, host community context, protection, resilience, DRR, livelihoods, gender equality and community-based programming.
- Excellent writing, reporting and communication skills in Bangla and English.
- Demonstrable organizational, leadership, problem-solving and decision-making skills.
- Ability to work independently while maintaining strong teamwork and accountability.
- Ability to work compassionately and effectively with people from diverse cultural backgrounds, including vulnerable communities and people facing language barriers.
Desirable:
- Prior experience managing donor-funded humanitarian or resilience projects in Cox's Bazar.
- Experience working with UN agencies, INGOs, NGOs, government authorities and local partners.
- Knowledge of humanitarian standards, protection mainstreaming, gender equality, safeguarding, PSEA and accountability to affected populations.
- Experience in case referral, community mobilization, training facilitation, conflict sensitivity and social cohesion programming.
- Prior experience with MEAL systems, data collection tools, beneficiary databases and complaint feedback mechanisms.
- Experience working with vulnerable people in a professional setting.
- Fluency in Chittagonian dialect and ability to communicate with Rohingya community members will be an advantage.
Technical Skills:
Proficiency in Technology:
- Competent in using MS Office applications, especially Word, Excel, PowerPoint and Outlook, for reporting, presentation and data management.
- Ability to use online communication and reporting platforms, including email, Google Drive, Zoom, Kobo/ODK or similar digital data collection tools.
- Ability to prepare clear activity plans, budgets, trackers, dashboards and presentation materials.

Safeguarding and PSEA:
- Ensure the safety of team members, project participants and community members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding and PSEA implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment. Practice, promote and endorse safeguarding and PSEA policies among team members and ensure the implementation of safeguarding standards in every course of action. The Project Manager must immediately report any safeguarding or PSEA concern through the approved organizational reporting channel.
Responsibilities & Context: Project: Rohingya Response and National Resilience Program (RRNRP)
Reported To: Director - Program Management & Implementation

Job Purpose of Project Manager:
The Project Manager will lead the planning, implementation, supervision, coordination, monitoring, reporting and quality assurance of the Rohingya Response and National Resilience Program (RRNRP). The position is responsible for ensuring that project activities are delivered on time, within budget, and in line with donor requirements, organizational policies, safeguarding standards, and the needs of Rohingya refugees and host communities. The Project Manager will provide strong leadership to the project team, maintain effective coordination with government authorities, UN agencies, NGOs, INGOs and community stakeholders, and strengthen program quality, accountability and resilience outcomes.
Key Responsibilities:
Program Planning and Implementation:
- Lead the overall implementation of RRNRP activities in Rohingya refugee camps and host community areas according to the approved project design, work plan, budget and donor guidelines.
- Prepare detailed implementation plans, monthly activity plans, procurement plans, distribution plans, training schedules and field monitoring plans in coordination with relevant team members.
- Ensure timely, quality and accountable delivery of project activities related to Rohingya response, national resilience, community engagement, protection mainstreaming, disaster risk reduction, livelihood support, social cohesion and other assigned program components.
- Supervise field-level implementation and ensure that activities respond to the real needs of women, girls, men, boys, persons with disabilities, elderly persons and other vulnerable groups.
- Ensure that all project activities follow humanitarian principles, conflict sensitivity, do-no-harm, gender equality, inclusion and community accountability standards.
- Identify implementation gaps, operational risks and field-level challenges, and take timely corrective measures in consultation with senior management.
- Ensure proper documentation of project activities, participant lists, photos, case stories, training reports, meeting minutes and other project records.
- Support the development and revision of project tools, guidelines, IEC materials, training modules and operational procedures as required.
- Ensure effective use of project resources, including materials, equipment, vehicles, office supplies and field assets.
- Perform other duties assigned by the Director - Program Management & Implementation and senior authority.
Team Management and Capacity Building:
- Provide day-to-day supervision, guidance and support to project staff, field facilitators, community volunteers and partner staff where applicable.
- Set clear roles, responsibilities, targets and performance expectations for each team member.
- Conduct regular team meetings, field debriefings and performance follow-up to ensure smooth implementation and strong internal coordination.
- Identify staff capacity gaps and arrange coaching, mentoring, orientation and training to improve project quality and staff performance.
- Promote a respectful, inclusive, accountable and team-oriented working environment.
- Ensure staff compliance with organizational policies, code of conduct, safeguarding, PSEA, security and administrative procedures.
Coordination and Representation:
- Maintain strong coordination with the Office of the Refugee Relief and Repatriation Commissioner, Camp-in-Charge offices, Union Parishad, local government authorities, relevant line departments and community leadership structures.
- Represent Pulse Bangladesh Society and RRNRP in relevant sector, sub-sector, cluster, working group, coordination and stakeholder meetings as assigned.
- Build and maintain effective working relationships with UN agencies, INGOs, NGOs, civil society organizations, community-based groups and donor representatives.
- Coordinate closely with internal teams including GBV, child protection, DRR, livelihoods, health, MEAL, finance, procurement, HR and administration to ensure integrated service delivery.
- Support joint planning, referral pathways, information sharing and problem-solving with relevant service providers while maintaining confidentiality and protection principles.
- Prepare and facilitate stakeholder meetings, community consultations, learning sessions and coordination forums as required.
Monitoring, Evaluation, Accountability and Learning:
- Work closely with the MEAL team to track project indicators, outputs, outcomes, targets and quality standards.
- Ensure accurate and timely collection, verification and reporting of project data.
- Conduct regular field visits to monitor activity quality, community feedback, staff performance and compliance with implementation standards.
- Support beneficiary selection, feedback and complaints response mechanisms, community accountability processes and learning documentation.
- Review monitoring findings and use evidence to improve project planning, implementation and decision-making.
- Prepare success stories, lessons learned, case studies and best practice notes in coordination with the MEAL and communication teams.
Reporting and Documentation:
- Prepare and submit high-quality weekly, monthly, quarterly, annual and donor reports within the required deadline.
- Ensure that reports are evidence-based, accurate, clear and aligned with donor formats, organizational standards and project indicators.
- Compile updates from field teams, partners and technical staff and ensure proper analysis before submission to senior management.
- Maintain organized project files, records, attendance sheets, procurement documents, financial support documents and approval records.
- Contribute to proposal development, concept notes, budget revisions, donor communications and organizational learning documents as requested.
Budget, Procurement and Compliance:
- Manage the project budget in coordination with finance and senior management, ensuring cost-effective and transparent use of funds.
- Track project expenditure, review budget versus actual spending, forecast financial needs and prevent under-spending or over-spending.
- Prepare and review procurement requests, payment requests, advance requests and settlement documents according to organizational and donor procedures.
- Ensure compliance with donor rules, organizational finance policies, procurement procedures, asset management rules and audit requirements.
- Support internal and external audits by ensuring availability of complete and accurate project documents.
Risk Management, Safety and Security:
- Monitor the operational, security, reputational and programmatic risks affecting RRNRP activities and inform senior management in a timely manner.
- Ensure that field activities are conducted safely and in line with organizational security guidance and camp-level instructions.
- Support contingency planning for emergencies, natural disasters, disease outbreaks, political unrest or other disruptions affecting program delivery.
- Ensure confidentiality, data protection and safe information management, especially for vulnerable individuals and sensitive cases.
