Responsibilities & Context:
∎ Develop and implement comprehensive project plans, including detailed timelines, milestones, and deliverables.
∎ Conduct needs assessments and stakeholder consultations to inform project strategies and activities.
∎ Align project goals with organizational and donor priorities, ensuring adherence to education sector standards and frameworks.
∎ Establish and maintain project structures, processes, and workflows to ensure smooth implementation.
∎ Define and allocate roles and responsibilities across project staff and stakeholders.
∎ Develop/revise/update operational manuals and guidelines for Learning Centers, Community-Based Learning Facilities, and Early Childhood Development initiatives.
∎ Recruit, train, and onboard project staff, including educators, facilitators, and support staff.
∎ Develop and maintain staffing plans to ensure adequate human resources for all project components.
∎ Foster a positive work environment and manage staff performance through regular evaluations and feedback.
∎ Joint budget planning and revision with finance team. Provide necessary input on budget planning and adjustment as necessary.
∎ Provide leadership and oversight for all project activities, ensuring alignment with project objectives.
∎ Provide technical support to prepare FD-7, annual report of NGOAB and other activities of NGOAB relevant.
∎ Guide and support team members in implementing innovative, community-focused educational solutions following sector and donor guideline.
∎ Address challenges and bottlenecks promptly to maintain project momentum and take initiative for immediate solution.
∎ Establish strong communication channels with stakeholders, including community members, government agencies, donors, and partner organizations.
∎ Coordinate with technical experts to ensure quality in curriculum design, teacher training, and learning outcomes.
∎ Facilitate synergy between Learning Centers, Community-Based Facilities, and Early Childhood Development components.
∎ Develop and submit periodic reports on project progress, challenges, and outcomes to donors and senior management.
∎ Ensure documentation of best practices, lessons learned, and success stories.
∎ Maintain accurate records of project activities, beneficiaries, and impacts.
∎ Prepare and manage project budgets, ensuring alignment with approved financial plans.
∎ Monitor expenditures to ensure cost-effectiveness and compliance with donor requirements.
∎ Review and approve financial reports, invoices, and procurement requests.
∎ Identify capacity-building needs of project staff and stakeholders.
∎ Design and deliver training programs, workshops, and mentoring sessions on education practices, project management, and cross-cutting issues (e.g. PSEAH, safeguarding, fraudulence, environmental sustainability, disability and inclusion).
∎ Promote continuous professional development for educators and facilitators.

∎ PHALS (Programme for Helpless and Lagged Societies) is a Local Non-Governmental Organization (NGO) has been started its journey in Cox's Bazar since 1996. PHALS is anticipating to implement a project title “Access to quality informal education for Rohingya refugee children in Cox’s Bazar and Bhasanchar” with the support of BRAC. The project possible location is Ukhiya, Cox's Bazar District, Bangladesh and duration is from “1st January 2025 to 31 December 2025”. Under this project, PHALS is looking for a Project Manager to lead the implementation of the project and achieve over all outputs as approed work plan.

∎ Project Duration: 1 Year

∎ The Project Manager will report to the Program Director and work closely with donor representatives, Partners, sector leads, Finance, MEAL and Program personnel to ensure the elements of the projects is within the required standards.
