Educational Requirements:
∎ Master degree in Business Administration, Social Science, Development Study, Environment Science or any other relevant subject from any recognized university with minimum second class/division or equivalent GPA/CGPA in all academic examinations.

Experience Requirements:

∎ PHALS (Programme for Helpless and Lagged Societies) is a Local Non-Governmental Organization (NGO) has been started its journey in Cox`s Bazar since 1992. Technical supporting by brac under DFAT fund, at present PHALS is going to implement a project "Cyclone Mocha Response Project" in Teknaf and Ukhia Upazila, Cox`s Bazar district" from October 2023 to March 2024. Under this project PHALS is looking for a Project Manager to achieve the project`s over all outputs and outcomes through planning, implementing, monitoring, reporting, coordinating with donor, local government, local administration as well as project participants managing and leading the team members supported by PHALS senior management. Project manager will be reportable to Chief Programme Coordinator guidance by Executing Director and Admin and Finance Managers.

Job Responsibilities:
∎ Supporting by Chief of Programme Coordinator, developing project implementation strategies and preparing detailed implementation plan (DIP) as per project proposal;
∎ Assessing the project participants needs, prioritizing the list and finalization with endorsement by local administration;
∎ Regularly maintaining project plans, project activities, budgets and expenditures;
∎ Ensuring quality the materials/commodities supplied by vendors for project participants;
∎ Regularly maintaining the supply chain of the house and toilet construction materials implemented by CBOs/NGOs;
∎ Supporting by Admin and Finance Manager maintaining all bill voucher and necessary financial documents of the project;
∎ Leading and organizing field preparation and facilitation of the donor or others stakeholders field visit;
∎ Supporting by Chief Programme Coordinator, developing project implementation guidelines, ToR/Concept note and other necessary administration related letter/documents;
∎ Ensuring timely and proper implementation of project activities aligned with project goal and objectives;
∎ Ensuring project beneficiaries houses and toilets constructions both new and renovation as per designed layout and BoQ;
∎ Organizing and facilitating meetings, trainings, workshops, orientations, dialogues etc as per organization need;
∎ Establishing communication with stakeholders including service providers, civil society organizations; community level institutions, local government bodies and departments;
∎ Developing project reports as per requirements of donors and counterparts;
∎ Documenting and following up on important actions and decisions from meetings;
∎ Preparing necessary presentation materials for meetings and seminar as project required;
∎ Preparing and submitting monthly/quarterly progress and financial report including project completion reports to donor;
∎ Supervising, capacity building and monitoring of staffs under project;
∎ Guiding and supervisions of proper and timely implementation of the project activities;
∎ Preparing the success stories/case study and share them to Chief Programme Coordinator and Donor;
∎ Ensuring projects adhere to frameworks and all documentation is maintained appropriately;
∎ Ensuring Project Beneficiates database, Project profile and other related information/documents;
∎ Assessing project risks and issues and provide solutions where applicable;
∎ Maintaining regular and effective communication with field staff and head office through both verbal and written correspondence;
∎ Representing PHALS in the deferent meetings of Govt. and NGOs in the Upazila level;
∎ Establishing and maintaining liaison with relevant government bodies, private partners, and other stakeholders of the project;
∎ Performing any other tasks assigned by the management.

Additional Requirements:
∎ Experience in project management.
∎ Experience in the field of Humanitarian and development, DRR and Climate Change Anticipation.
∎ Positive and professional attitude, including ability to lead and work well in a team setting.
∎ Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
∎ Excellent work experience in house and toilet construction and renovation.
∎ Excellent communication skill in English and Bangla.
∎ Experience in project monitoring, staffing and report writing.

Salary: Tk. 70000 (Monthly)
