Job Context:
∎ The Leadership to Ensure Adequate Nutrition (LEAN) project aims to improve maternal and child nutrition in the remote Chittagong Hill Tracts of Southeastern Bangladesh through a consortium of six partners led by United Purpose (UP). The project aims to break the perpetual cycle of undernutrition in 18 selected Upazilias under the Districts of Rangamati, Bandarban, and Khagrachari in the Chittagong Hill Tracts. The project funded by the European Commission (EC) will work to improve maternal and child nutrition for 282,000 pregnant and lactating women, children under 5 and adolescent girls by providing holistic, nutrition-sensitive and nutrition-specific livelihoods models to diversify diets and income for the most vulnerable whilst working with local, district and national government to promote nutrition-sensitive governance at all levels. The specific objective of the Project is "to create an enabling environment for improved and sustained pro-poor nutrition security service delivery and awareness will address the institutional determinants of undernutrition in the CHT which include the political and policy framework for nutrition, and the coordination and service delivery structures".
∎ The consortium of partners is led by United Purpose (UP) and consists of technical partners HELVETAS Swiss Intercooperation (HELVETAS) and the Global Alliance for Improved Nutrition (GAIN), as well as three implementing partners Caritas Bangladesh (CB), Integrated Development Foundation (IDF), and Jum Foundation (Jum).

Job Responsibilities:
∎ The duties and responsibilities of the ProjectManager are as follows:
∎ GENERAL RESPONSIBILITIES:
∎ Ensure smooth execution of project activities in accordance with donor/UP requirements and guidelines at designated area.
∎ Uphold synchronization and communication in terms of project operation.
∎ Make sure that the project follows relevant compliance, statutory rules and regulations, procurement and financial policies followingstandards of the donor/UP
∎ Supervise financial/procurement management of the project to ensure accountability, compliance, value for money and reporting isachieved
∎ Ensure arrangement of required training, meetings with concerned authorities.
∎ MANAGERIAL RESPONSIBILITY:
∎ Ensure accomplishment of human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees in the project area of Khagrachori.
∎ Defining tasks and develops an effective action plan with sustainable initiatives involving communities and stakeholders to ensure that the project's objectives and all results are accomplished within the prescribed time frame and funding guidelines.
∎ Brief team members on the tasks and their specific roles.
∎ Delegate work to team members and keep them focused on the plan with allocating sufficient resources.
∎ Monitoring quality of work in a regular basis to match up the objective of United Purpose, donor and the overall action.
∎ Evaluate progress and modify work plan accordingly in consultation with donor/UP.
∎ ACTION PLAN AND PROJECTRESPONSIBILITIES:
∎ Plan, direct, synchronize, and lead activities in line with project goals and objectives
∎ Prepare a Time-sensitivework plan and to match the work -in-progress to get the job done by stipulated timeframe.
∎ Prepare a plan for staffing requirements and allotment of available resources to various phases of project
∎ Establish work plan for each phase of project and arrange assignment with duties, responsibilities, and scope of authority of project personnel
∎ Recognize and solve potential problems and evaluate project effectiveness
∎ Ensure that all implemented activities are relevant to the mission and vision of the project
∎ Use of resources and initiating corrective action where necessary.
∎ COMMUNICATION AND LIAISON RESPONSIBILITIES:
∎ Manage the information flows between the directing and delivering levels of the project.
∎ Ensure reporting to concerned authority through Executive Director of IDF.
∎ Maintain a functional relationship with relevant nutrition sensitive institutions and stakeholders, including GoB,BNCC and NIC.
∎ Represent the project and organization at meetings, conferences and other concern events in absence of the Executive Director, IDF.
∎ Representing the project during Project Steering Committee (PSC) meetings and National level Technical Advisory Group (TAG) meetings in absence of the Executive Director, IDF.
∎ COMPLIANCE AND RISK MANAGEMENT:
∎ Introduce a culture of risk and compliance management, Safety, Security and Safeguarding issues supported by UP & Donor policies and guidance to the team members
∎ Regular inspections to detect areas that violate the guidelines and initiates corrective measures.
∎ Ensure financial accountability and supporting conducting external audits.
∎ Disseminate written policies and procedures related to compliance activities
∎ Serve as a confidential point of contact for project staffs to communicate with management, seek clarification on issues or dilemmas, or report irregularities.
∎ Consult with appropriate authorities as necessary to address difficult legal compliance issues.
∎ Collaborate with appropriate donor/UP authority to ensure the implementation of consistent disciplinary action strategies in cases of compliance standard violations.
∎ Arrange employee training on compliance related topics, policies, or procedures
∎ Ensure high quality narrative reports in a timely manner
∎ Uphold visibility of branding issues from the Donor/UP and Partner organizations context.
∎ PROJECT FINANCIAL MANAGEMENT:
∎ Support the District Manager with fund requirements, financial reporting, and compliance
∎ Ensure monitoring and reporting of cash flow and variance to Line Manager on a regular basis (monthly/ bimonthly)
∎ Watch over that the project fund is being managed according to organization's policies and procedures as well as funding agreement
∎ Ensure that all financial records, reports and supporting documentation for the project are up to date, including quarterly financial and narrative reports from partners
∎ Ensure the comparison between the budget and its actual implementation in order to show the levels of achievement of targets.
∎ ADVISORY RESPONSIBILITIES:
∎ Advise District Manager on any deviations of the Project Plan/activities .
∎ Develop and maintain relationship with different thematic networks, NGOs, and media (local and regional)
∎ Support project staff on ways to properly document, organize and capture progress of the project
∎ Oversee coordination in arranging meetings/workshops/conferences and relevant events that are implemented from district to community level
∎ Coordinate materials and other literature and handouts for proper dissemination
∎ Represent the project at advocacy and networking events
∎ Maintain a functional relationship with relevant nutrition sensitive institutions and stakeholders, including BNCC, NIC, Ministries, etc.

Additional Requirements:
∎ Age at most 50 years
∎ At least 5 years diversified experience on project management focusing on nutrition, livelihoods, and health related projects. Able to show experience of working with an INGO//NGO/EU-funded projects and knowledge and experience of working in the Chittagong Hill Tracts will get preference.
∎ Professional and clear written and oral communication skills both in English & Bangla.
∎ Depth knowledge on program aspect, Finance & Administration, Monitoring & Evaluation.
∎ Good command on MS-Office (MS word, Excel, Power Point etc.)
∎ Excellent networking, communication, negotiation and interpersonal skills.
∎ Strong Analytical and Report-writing skills.
∎ Ability to work effectively with people from diverse backgrounds
∎ Willingness to travel to, and work in, remote areas for extended periods of time
