Responsibilities & Context: Community Development Centre (CODEC) is going to implement the Improve Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project funded by CBM Global Disability Inclusion in Bakerganj, Banaripara and Barishal Sadar Upazillas under Barishal District, Bangladesh.
Improves Access to Inclusive and Comprehensive Eye Health Services in Bangladesh Project With Support from CBM Global Disability Inclusion aims to establish an inclusive eye care system connecting the main base hospital, community clinics, and vision centers. The context underscores the lack of awareness among persons with disabilities and underprivileged communities regarding available services.
Improve access to inclusive and comprehensive eye health services in Bangladesh Project will collaborate with three Disabled People's Organizations (OPDs) – Bakerganj, Banaripara, and Barishal Sadar – along with Sher-E-Bangla Hospital, private hospitals (Grameen Shastho Hospital Barishal, Islamia Hospital Barishal), and the National Eye Care (NEC) of Bangladesh. CODEC will sign MoUs with OPDs, district-level hospitals, and private hospitals, fostering collaboration to enhance accessibility and inclusivity in eye health services.
- Project Goal/Overall objective: Improve access to inclusive and comprehensive eye health services in Bangladesh.
- Specific objective: Persons with disabilities, persons at risk of disabilities, and marginalized community members in Barishal have improved access to comprehensive eye care services.
- Project Manager for an Inclusive Eye Health Project with a focus on visual empowerment (e.g., enabling persons with visual impairment through inclusive practices and services):
Job Responsibilities – The Project Manager will be solely responsible for project activity planning, operation, monitoring and coordination as well as financial operation (within the budget limit) of the entire project. He will work under the close supervision of Project Focal personnel. He will participate in all GoB-related meetings and ensure all sorts of GoB compliances in the project working area.
General Management:
- Ensure high-quality project implementation and further development of practice of Targeted Vision Centers, base hospitals, community clinics in the working area and private service providers including inclusivity for persons with disability and vulnerable communities.
- Ensure High Quality Quarterly and Narrative report in accordance to cbm policy.
- Take effective initiatives to function the local level committees relating to eye health services in government structure.
- Ensure skill and organization development of the Organization of Persons with Disability (OPDs).
- Oversee and comply with all policy procedures and laws in the project implementation, financial management, Monitoring and Evaluation.
- Regular communication and rapport build with Different stakeholders like, Local Administration, Health Department, Social Welfare Department, Like-minded organizations and local influential persons.
- Establish a healthy workplace and ensure all preventive measures to protect against Child Abuse, Gender Violence, SEA&H and violation of safeguarding issues according to the policy procedures.
- Establish and reinforce Team speed. Effectively manage project resources and facilitate the strengthening of program management capacities across the team.
- Provide strategic direction and mentoring to Upazilla Coordinator and seek ways to ensure closer complementarity/alignment of their work with that.
- Minimize the risk of achieving project objectives and take necessary actions.
- Perform any other related duties or responsibilities that may be assigned by the organization and donor agency.
- Financial Management & Reporting:
- Manage and oversee grants; develop and maintain work, spending and procurement plans.
- Prepare/Ensure internal and external reports within agreed deadlines using CODEC and donor formats, as required.
- Ensuring effective implementation of M&E systems throughout the lifetime of the project.
- Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to CODEC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance personnel to ensure accurate expenditures and reporting.
People Management:
- Provide direction and monitor supervisees in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines.
- OPD Development and engagement.
- Establishing good relation with CEO and staff members Organization of Person with Disability (OPD)s.
- Enforce and develop capacity of OPDs regarding advocacy- lobby, Inclusiveness, financial management, networking, disability and gender responsiveness and inclusive development.
- Monitoring, Evaluation, Accountability and Learning:
- Develop and ensure MEAL plan is in place and implemented for project activities.
- Monitor and support adherence to grant work plans, spending plans, and monitoring and evaluation plans, and timely delivery of donor and management reports on project activities.
- Undertake quality control and site monitoring to ensure that implemented activities are according to best practice standards.
- Coordination and Representation:
- Coordination with Local Administration, Health Department, Local government authorities.
- Rapport building and coordination with local Eye health service providers.
- S/he should abide by WHO guideline on Vision for all ,Protection from Sexual Exploitation and Abuse policy.
