∎ This position will be based in Dhaka, Bangladesh. Interviews are expected to be held in December 2021 and only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence in January 2022 for an initial one (1) year fixed-term contract, with the possibility of contract renewal depending on performance and funding availability.
∎ Description: The Project Accountant will provide all financial support to the IDEA Activity as a core finance team member based in Dhaka. The post holder will work closely with Deputy Project Manager and Accounts Manager for day-to-day financial management. S/he will support the line manager/s in delivering accurate and timely financial transactions that include collaborating with other members of the finance team to ensure proper accounting maintenance and compliance with WorldFish and the donor requirements. S/he will be supportive, offer training and sound advice to the relevant stakeholders and project staff.S/he will also work closely with different partners, assist to develop different financial plans, budgets; prepare reports for donor and WorldFish HQ. The Project Accountant will closely work with implementing partners, maintain audit compliances, liaise with donor/funding organizations, and government officials to ensure quality delivery of finances.

Job Responsibilities:
∎ Ensure financial reports are submitted timely to supervisor/s and strongly observes compliance of the WorldFish/donor's Financial Rules and Regulations.
∎ Ensure that project expenses are accounted for and uploaded accurately in the OCS system, and reported to the donor clearly and transparently, according to agreed timelines.
∎ Ensure financial reporting (monthly/quarterly/annual) and liquidation in accordance with guidelines and policy of donors, CGIAR, and WorldFish.
∎ Assist in project management and project administration from project initiation to project closure including, but not limited to, maintaining proper project accounting files and master data, responding to external and internal queries.
∎ Handle Accounts Payable module, use appropriate Account Code, Agreement, BUS, AEC and assist in timely closing of monthly accounts in OCS.
∎ Ensure preparation of IDEA Activity budget, budget revision, monitoring, adjustment & update in OCS.
∎ Ensure the partnership process and their financial monitoring.
∎ Ensure staff and partners' advances are issued timely, process supplier's payment on time, and booked in OCS.
∎ Ensure timely FTE revision of Project staff and any other staff assigned by CF.
∎ Review partners' contracts, fund requests, and financial reports, and maintain partners' records in OCS.
∎ Ensure that activity-wise actual expenditures against budget line items are made properly, update the status to Deputy Project Manager and Head of Finance on a regular basis, keep records of accomplishments, and review and present expenditure trends.
∎ Support the procurement of IDEA Activity assets and in their adjustment and monitoring, and provide support to Research Associates in transferring the assets to project beneficiaries.
∎ Support in the budgeting, forecasting process, budget modification, etc.
∎ Ensure timely submission of project fund requests, project subsidiary ledgers, and records to control accounts and with relevant parties, where applicable.
∎ Support in managing cash transactions on OCS on a regular/monthly basis.
∎ Undertake other tasks as appropriate to further advance relevant strategies and initiatives and as discussed with WorldFish and One-CGIAR's leadership.

Additional Requirements:
∎ At least 03-05 years of accounting, finance and/or audit experience, preferably work experience in International organizations / multi-national firms.
∎ Experience in a non-profit setup and understanding of project management is a plus.
∎ Must be conversant with international accounting standards i.e. IFRS / IAS and donor rules and regulations relating to project/program accounting and financial reporting. Experience in international NGOs will be an added advantage.
∎ Good interpersonal skills and able to work with different levels of staff from different cultural and religious backgrounds (in and outside of WorldFish)
∎ Strong sense of professionalism, business ethics, and integrity.
∎ Sound bookkeeping and reporting knowledge.
∎ Ability to work with minimum supervision consistently approaches work with energy and a positive, proactive, and constructive attitude.
∎ Fluent in both spoken and written English with good command and ability to translate the Bengali language to English accurately.
∎ Hands-on experience with ERP systems such as Agresso/ Unit4 business.
∎ Basic accounting knowledge
∎ Strong computer skills and processing of financial data.
∎ Willingness to support project administration and financial matters.
∎ Good working knowledge of Microsoft Office and Teams applications is desired.

Salary:
∎ This is a Nationally Recruited Staff (NRS) position with an annual salary ranging between BDT 823,406 to BDT 1,029,257 per annum. WorldFish NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension / provident fund contribution.
