Experience:

  • Minimum 3 years of experience working on constructions.

  • At least 2-3 years of professional experience in the field of construction as Civil engineer with proven capacity on construction design, management, implementation and supervision of civil works is required.

  • Field-level experience in coordinating and managing construction activities is Required.

  • Experience in building materials, methods, processes, procedures and equipment involved in the construction and related site work, including in-depth Knowledge of tendering process and bid selection is required.

  • Experience in Project cycle management including project proposal development, budget, report monitoring and evaluation is preferable.

  • Previous experience working with RCRC movement/ UN / International Organizations in humanitarian and/or developmental contexts is preferable.

  • Experience in setting up and managing construction and warehouse inventory monitoring tools is preferable.

  • Experience in Cox’s Bazar Camp settlement context.is preferable.

Knowledge and Skills:

  • Demonstrated ability to work with deadlines and lead multiple priorities in a fast-paced environment is required.

  • Good interpersonal skills in coordinating with internal and external stakeholders is required.

  • Excellent communication and interpersonal skills, with the ability to engage with both community members and technical teams is required.

  • Proficiency in MS Office and engineering software (AutoCAD, MS Project, etc.) required.

  • Strong technical knowledge of landslide risk mitigation practices, including Infrastructure development, waste management, and environmental conservation is preferable.

  • Sound understanding in biological slope stabilization, Nature-based Solution is preferred.

  • Good planning skills, with the ability to identify areas for improvements in operations through integration approaches and activities.is required.

  • Team player, with the ability to coordinate and engage others and build good working relationships with internal and external partners is required.

  • Highly motivated proactive self-starter, able to set and achieve goals using own initiative is required.

Languages: Fluently spoken and written English and Bangla.



Responsibilities & Context:

Job Purpose:

  • In alignment with the Population Movement Operation’s Operation Strategy under the revised Emergency Appeal 2025-2027, the DRR Program Officer will be responsible to provide technical support in the implementation of structural interventions of BDRCS with support of IFRC particularly on Household level risk mitigation with extended support to shelter construction activities, ensuring that project goals are met while maintaining high technical and environmental standards.
  • She/he shall provide support and training to field staff, overseeing the technical execution of activities, collaborating with other technical teams, and monitoring the impact of interventions related to the portfolio assigned. Additionally, she/he will be responsible for supporting BDRCS/IFRC DRM team in providing capacity enhancement initiatives related to DRM and/or climate/environmental aspects.
  • This position also requires close coordination with key stakeholders both internal through RCRC partners and relevant sector focal points and external stakeholders including the Camp-in-Charge (CiC), Shelter and Site Management and Site Development (SD) sector lead agencies.

Job Duties and Responsibilities:

Support to the operation and “Comprehensive DRR and Community Resilience Building Program”:

Program Implementation:

DRR Structural Risk Mitigation Activities

Together with BDRCS and IFRC DRM Team:

  • Lead in the overall planning and implementation of household mitigation activities in the DRR priority camps of BDRCS.
  • Lead in developing structural mitigation workplan with relevant BDRCS and IFRC technical team and ensure regular monitoring of progress and quality in line with BDRCS and IFRC policy.
  • Lead in conducting technical assessments and/or validation and ensure efficient use of resources in close collaboration with the BDRCS/IFRC DRM team.
  • Develop and/or review BoQs and technical documents prior to the implementation to ensure feasibility and accuracy of materials and budget allocation required.
  • Review tender documents and evaluate the technical criteria in relation to tender bids in line with the IFRC policy.
  • Lead in ensuring all documentation related to workplan completion, engagement of laborers, and supplies inventory are completed, regularly updated and submitted in a timely manner.
  • Provide technical recommendations and resolutions to issues related to structural risk mitigation activities of BDRCS.
  • Ensure alignment of mitigation activities with the camp management framework and ensure that all interventions are coordinated with ongoing efforts in water, sanitation, site improvement, and social development.

Shelter Construction Activities

In coordination with IFRC Shelter Team:

  • Provide extended support in the overall implementation and monitoring of shelter construction activities of BDRCS in geographical camp area/s and assigned roles that will be agreed upon with IFRC DRM team.

Training and Capacity Building on DRR/DRM:

  • Support in conducting and/or facilitating training sessions, workshops, and awareness campaigns for both staff and community members on Disaster Risk Management including thematic aspects on sustainable natural-based solutions and climate-smart approaches and practices in camp settlement context.
  • Ensure that training programs build technical and management capacity within the community to ensure the long-term sustainability of BDRCS/IFRC efforts.

Reporting and Documentation:

  • Lead in developing and/or regularly updating construction monitoring and DRR warehouse inventory tools that can be easily used by non-technical staff.
  • Prepare detailed technical reports on the status of mitigation works, including regular sharing of progress and accomplishment reports as required by BDRCS and/or IFRC management.
  • Document recommendations and lessons learned related to the mitigation interventions including technical recommendations on how to continuously improve the household mitigation interventions of BDRCS in future.

Technical Guidance and Support to BDRCS/IFRC DRM and Shelter team:

  • Mentor and guide field staff on technical aspects of mitigation and construction activities, ensuring they have the skills, knowledge, and tools to carry out their tasks effectively.
  • Provide hands-on support to the team to resolve technical challenges in the field and ensure that planned activities are executed to the highest standard.
  • Provide support in conducting needs assessment and gap analysis and contribute to the development of emergency plan of actions by providing technical recommendations on infrastructure-related interventions especially during emergency and disaster situations.

Coordination and Representation

  • Overall focal point in representing IFRC in internal and external coordination platforms related to DRR structural mitigation interventions.
  • Promote collaboration among relevant stakeholders, including community members, in collectively addressing any emerging challenges to ensure a coordinated approach in implementing risk mitigation and shelter construction interventions and resource sharing initiatives.
  • Act as the key technical liaison between BDRCS/IFRC and relevant stakeholders, including the Camp-in Charge (CiC), Site Management, DMI, WASH, and Shelter-Site Development Actors.

Communication:

  • Daily communication with the field staff/RCY/Volunteers, and/or partners on the field.
  • Prepare weekly and monthly reports on construction/rehabilitation progress and any challenges/delays in the work plan.
