Experience:
Masters in Development Studies / International Relations / Civil Engineering / Humanitarian Engineering or relevant discipline with 5 years relevant experience also may apply.
Fair knowledge on Rohingya Refugee context including WaSH and protection (GBV, Child) intervention in emergency/humanitarian situation including project management, develop and execute strategic plans.
Act as a local representative, point of contact for different level of stakeholder and donor, supervising, mentoring and provide capacity building support to the project staff, budgetary and internal control, progress tracking and coping with changing situation, ability to writing reports independently.
Sound knowledge on using different software related to data entry, analysis, report writing and preparing presentation etc.
Hard working, work under pressure in humanitarian response context, positive and can-do attitude.
Work experience in Cox's Bazar is preferable.
Fluency in English and Bangla; knowledge of Rohingya/Chittagonian dialect is an asset.
The proposed position of Programme Manager is critical to fulfilling the operation and to expedite the implementation of the newly awarded DFAT-IRC -supported WASH project, ensuring timely implementation, accountability, and achievement of the project’s intended outcomes.
Key Duties & Responsibilities:
Provide overall leadership, strategic direction, and management of the project to ensure timely, quality, and cost-effective achievement of project objectives, outputs, and donor commitments.
Lead the planning, implementation, monitoring, and close-out of project activities across all assigned camps in accordance with approved project documents, work plans, budgets, donor requirements, and organizational policies.
Ensure effective coordination and integration among all project components, including water supply operation and maintenance, hand pump maintenance, water quality monitoring, sanitation facility maintenance, Faecal Sludge Management (FSM), Solid Waste Management (SWM), community mobilization, and MEAL activities.
Supervise and provide managerial oversight to the WASH Technical Manager, MEAL Manager, and other project staff to ensure effective project implementation and achievement of targets.
Ensure all project activities are implemented according to approved work plans, procurement plans, spending plans, and implementation schedules.
Lead project planning processes, including development of annual, quarterly, monthly, and detailed activity implementation plans in coordination with relevant project staff.
Monitor project progress against targets, indicators, budgets, and timelines and ensure timely corrective actions to address implementation bottlenecks.
Ensure effective utilization of project resources and maintain strong oversight of financial management, budget expenditure, cost control, and value-for-money principles.
Review project expenditures, budget forecasts, spending plans, and financial reports regularly to ensure compliance with donor and organizational requirements.
Coordinate closely with Finance, Logistics, Procurement, Administration, and Human Resources units to ensure timely operational support for project implementation.
Ensure procurement processes are planned and executed in a timely manner to support uninterrupted implementation of project activities.
Oversee project risk management processes, identify operational and programmatic risks, and develop appropriate mitigation and contingency measures.
Ensure that robust monitoring, evaluation, accountability, learning, and reporting systems are in place and effectively utilized for evidence-based decision-making.
Review project performance data, indicator tracking systems, dashboards, and analytical reports to ensure progress toward project objectives and donor commitments.
Ensure timely preparation and submission of high-quality donor reports, narrative reports, financial reports, success stories, case studies, and other project documentation.
Provide strategic guidance to the project team on implementation approaches, operational challenges, community engagement, and adaptive management strategies.
Ensure compliance with donor regulations, organizational policies, sector standards, government requirements, and contractual obligations.
Maintain effective coordination and collaboration with Camp-in-Charge (CiC) offices, RRRC representatives, WASH Sector partners, UN agencies, donors, local authorities, and other relevant stakeholders.
Represent the organization in coordination meetings, technical working groups, donor meetings, and other relevant forums related to project implementation.
Promote strong community engagement, accountability to affected populations, and meaningful participation of beneficiaries in project implementation and monitoring.
Ensure that gender, disability inclusion, protection, safeguarding, accountability, and environmental considerations are integrated across all project interventions.
Lead recruitment, staff supervision, performance management, coaching, mentoring, and capacity development of project personnel.
Foster a collaborative, accountable, and high-performing team environment that promotes teamwork, learning, and professional development.
Conduct regular field visits to monitor project implementation, verify progress, engage with stakeholders, and provide management support to field teams.
Ensure effective coordination between technical, operational, financial, and community-level project functions to maximize project impact and efficiency.
Uphold humanitarian principles, organizational values, code of conduct, safeguarding standards, and all relevant organizational policies.
Perform any other duties and responsibilities assigned by senior management in support of project objectives and organizational priorities.
Follow and maintain discipline in accordance with the Service Rules and policies of the organization.
