Job Context:
∎ The program advisor consultant will: 1) coordinate with NTCP to complete the first grant, 2) support NTCP to develop and implement additional grants, and 3) be the primary project manager for the TrMIS activity, with support from technical advisors at JSI/US.
∎ This is an 11-month, renewable, full-time consultancy based in Dhaka, Bangladesh. The consultant will be contracted by JSI Research & Training Institute, Inc. The TIFA/Bangladesh program advisor will report to the TIFA/Bangladesh country team lead based in the US. Payment for this position is in Bangladeshi taka. The anticipated start date for this consultancy is February 15, 2022.
Job Responsibilities:
∎ Participate in onboarding activities including orientation to TIFA program, work in Bangladesh, and the grant co-design process; read background material (to be provided) on TIFA, the existing and planned grants in Bangladesh, and the TrMIS activity.
∎ Serve as the primary liaison in Bangladesh among TIFA, USAID, NTCP, and other key stakeholders.
∎ Coordinate with USAID, TIFA, and NTCP to manage TCG development; ensure efficient and effective grant implementation and timely submission of milestone deliverables.
∎ Conduct weekly check-in calls or meetings with NTCP, contractors, and USAID/Bangladesh to monitor progress in grant implementation, troubleshoot issues, and agree on support or next steps required.
∎ Review milestone submissions, provide feedback as needed and forward deliverables to USAID for technical review and approval.
∎ Manage the IT firm that will be hired to implement the TrMIS activity; review deliverables; forward to TIFA MIS advisor for technical review.
∎ Provide capacity strengthening support to NTCP as agreed with the recipient, TIFA and USAID.
∎ Participate in USAID and NTCP partner meetings as requested.
∎ Submit brief bi-weekly written reports to TIFA and NTCP; contribute to project quarterly and annual reporting.
∎ Work closely and regularly with activity manager at USAID/Bangladesh.
Additional Requirements:
∎ Authorized to work in Bangladesh.
∎ Post graduate degree in public health, social sciences or medical sciences.
∎ At least 8 years of experience working in program management and implementation with the national government in Bangladesh required; experience with NTCP desirable.
∎ - Knowledge of training program design and development required; experience with TB training desirable.
∎ Experience with grant development and management including activity planning.
∎ Ability to work with speed and flexibility responsive to the NTCP programs; agile and capable of supporting partners to operationalize TB programs within the ongoing constraints of the COVID-19 pandemic.
∎ Demonstrated experience as an effective manager and team member.
∎ Exceptional written and spoken communication and interpersonal skills.
∎ Willingness to travel within Bangladesh and participate in calls or meetings as needed.
∎ Fluent in spoken and written Bangla; professional competency in English.
∎ Proficient in using basic computer software (i.e., MS Word, MS Excel and other databases, etc.).
