Job Context:
∎ Background/purpose of the role
∎ Drowning is a leading cause of death worldwide. It`s a serious, neglected public health threat, claiming the lives of 320,000 people every year.
∎ More than 90% of drowning occurs in low- and middle-income countries, where people have higher exposure to the risks associated with open water as they go about their daily lives: collecting water, bathing, fishing and playing.
∎ In Bangladesh, drowning is the leading cause of death for children aged 1-17, with 18,000 young lives lost needlessly every year. Disasters and water-related risks affect all areas of Bangladesh, with the Barishal Division bearing the highest burden. Despite the death toll, action to reduce and prevent drowning in Barisal has been absent.
∎ In Bangladesh, drowning deaths mostly occur in rural areas, away from hospitals and out of the sight of policy makers. Evidence shows that a range of interventions are effective at preventing drowning, including the strategic use of barriers to control access to water, provision of safe places such as day care centres for pre-school children, and teaching school-age children basic swimming skills.
∎ Project Bhasa (which means `float` in Bengali) is a groundbreaking initiative to reduce drowning in the Barisal Division of Bangladesh. The project is developing a multi-sector and evidence-led strategy to target the most vulnerable people
∎ The outcome that this project is seeking to achieve is for other organisations to be in a position whereby they can deliver effective drowning prevention interventions for boys and girls under 12 in the Barishal division.
∎ The SeaSafe project aims to reduce drowning in Cox`s Bazar both in in-land and on the beaches. The outcome of this project is the benefits of drowning reduction interventions delivered through the SeaSafe Project to be sustained with support of relevant ministries and other national and/local organisations.
∎ The role-
∎ CIPRB is seeking an experienced Policy and Partnership Manager to oversee the policy and partnership activities of the second phase of this project (January 2021 to December 2023). The Policy and Partnership Manager will be responsible for managing a small team of policy and partnership focused roles, as well as working closely with other teams to ensure policy influencing and establishing partnerships with government and non-government organisations to scale up drowning prevention. S/he will also be responsible for securing approval for the divisional drowning prevention strategy. Policy and Partnership Manager will be reportable to the Project Director. S/he will be responsible for Project Officer & Policy and Partnership Coordinator.
Job Responsibilities:
∎ Lead the development of the BHASA engagement strategy and delivery of the policy, advocacy and stakeholder relations work
∎ Line manage, develop and coach policy and partnerships staff and ensure they have the tools and resources they need to deliver results
∎ Support concerned team members in conducting the stakeholder mapping exercise at Barishal division in order to identify and prioritise networks, forums and organisations to be engaged in developing and delivering drowning prevention activities in Barishal division
∎ Develop and implement engagement plans to influence government stakeholders and networks, forums and organisations at national, divisional and district level
∎ Ensure the development and maintenance of relationships with key decision makers to influence policy and funding, such as government agencies and development partners at national and divisional level
∎ Support the organization of trainings, workshops and meetings at the national, division and district level to secure support for drowning prevention
∎ Engage with relevant organisations to understand implementation challenges in Barishal Division, working closely with the Intervention Manager
∎ Work closely with the Communications Team to develop internal and externally facing materials, such as fact sheets, newsletters, social media posts, annual reports etc.
∎ Work closely with the Intervention Manager, field team and finance department to ensure the progress of the project towards its goal and objectives
∎ Work closely with M&E and Learning Manager to monitor progress and capture learning from project and ensure the timely preparation of quarterly progress report of policy and partnership components, includingchallenges, interventions and successes
∎ Develop and maintain strong working relationships with project partners, donors and other key stakeholders
∎ Develop an engagement strategy for the SeaSafe project
∎ Ensure effective engagement with government, development and private sector stakeholders in national and district level with support of advocacy and partnership team and intervention manager
∎ Ensure effective organisation of the national and district level advocacy events
∎ Ensure regular media visibility of SeaSafe project as a core component of drowning prevention for Bangladesh
∎ Contribute to the process of developing advocacy & partnerships strategy for CIPRB
∎ Work with CIPRB other programme and institutionalize the advocacy and partnership initiative
∎ Support and implement any other activities as assigned by the Project Director, and other higher management in consultation with the Project Director
Additional Requirements:
∎ 10-15 years' experience in policy advocacy preferably within the health system with expertise in preparing national strategy policy development and excellent networks across Bangladesh government and development agencies.
∎ Strong background in policy and partnership with stakeholders, ideally with a public health and/or development background
∎ Good understanding of the Government mechanism and the ability to work with a broad range of stakeholders
∎ Capable of conducting comprehensive stakeholder analysis activity for a particular issue
∎ Excellent skill in verbal and written communications in English
∎ Knowledge in developing strategies, report writing
∎ Experience working within the Bangladesh Government system
∎ Experience of developing stakeholder engagement plan
∎ Proven ability to line manage and develop staff
∎ Experience of partnership management and coordination
∎ Experience of integrating sustainability considerations in policy, partnership, plan and project development
∎ Experience of influencing policy, mobilizing resources and forging effective partnerships
∎ Good experience with policy formation
Salary:
∎ Ranges between Taka 113,397 - 132,266 based on educational qualifications and experiences
