Educational Requirements:
∎ Master's degree in social science or relevant discipline
∎ Minimum 4 - 5 years of experience in designing and implementing monitoring, evaluation, and learning (MEL) systems in the development field
∎ Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, as well as prior experience of analyzing qualitative and quantitative datasets; prior experience using SPSS, STATA, NVivo, Atlas.ti, or other equivalent packages
∎ Experience using SMART phone-based monitoring systems such as CommCare
∎ Prior experience leading, designing, managing, and/or commissioning performance and outcome evaluations and other types of research,
∎ Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
∎ Pro-activeness and leadership capacity, extrovert and ability to work with diverse team
∎ Excellent oral and written skills in English and Bangla
∎ Ability to meet deadlines and work under pressure
∎ Proven experience in accountability mechanisms including feedback and complaints mechanisms or proven understanding of accountability mechanisms.

∎ Job Description - MEAL Manager
∎ Job Title : Monitoring Officer
∎ Project/Program : OKUP
∎ Probation Period : 3 months
∎ Job Type : Contractual - Initially for One Year. (Extendable based on performance and available fund)
∎ Reported to : OKUP Management

Job Responsibilities:
∎ The overall responsibility of this position is to ensure quality and effective MEAL practices of the project responsible for this position as well as to lead the improvement of the common MEAL system of the organization.
∎ Adhere and improve the overall MEAL systems and practices of the project and the organization
∎ Review and improve case assessment/investigation tools for returnee migrant workers
∎ Review and establish a comprehensive profile database of project beneficiaries with traceability
∎ mechanism
∎ Review and improve of case management database with systems for regular follow-up
∎ Ensure an effective system of regular follow-up with beneficiaries enlisted under case management
∎ category
∎ Ensure a system and practice of periodical Result Based Monitoring (RBM), Community Feedback
∎ Monitoring (CFM) in place
∎ Ensure a systematic approach of documentation of case studies, good practices, lessons learned
∎ etc. we well as analytical reports based on available data in the database
∎ Establish and ensure storage of all data and documents in a systematic approach
∎ Prepare data analytical reports, graphics, presentations etc. monthly, quarterly, bi-annually, annually
∎ and when necessary
∎ Ensure very high standards in financial and logistics management to meet accountability and transparency,
∎ Represent OKUP when and where necessary,
∎ Any other activity required and directed by the senior management.

Additional Requirements:
∎ Competencies:
∎ Demonstrated understanding of direct monitoring and evaluation experience in the humanitarian and development context
∎ Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation
∎ Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation
∎ Proven expertise in managing databases
∎ High proficiency in MS office package, particularly Microsoft Excel, MS Access, SPSS or any other data analysis software
∎ Experience programming forms in Kobo or other mobile data collection platforms.
∎ Effective, high-quality communication, writing, and interpersonal skills
∎ Any added skills and experiences
