• At least 5 years of experience in the following areas: designing and implementing project monitoring (qualitative and quantitative), documentation, report writing, data analysis, etc.

• Strong networking and relationship-building skills with media, CSOs, community members, diverse beneficiaries, and stakeholders to ensure effective collaboration for achieving project objectives.

• Strong proficiency in Microsoft Office—particularly Word, Excel, and PowerPoint—as well as software such as SPSS and Stata.

• Strong report-writing skills with the ability to clearly articulate key issues.

• Ability to work effectively within line management/matrix management structures.

• Conscientious and efficient in meeting commitments, adhering to deadlines, and achieving results.

• Ability to learn quickly and work both independently and in a team environment.

• Excellent spoken and written English skills, with the capacity to produce high-quality reports independently.

Association for Community Development (ACD) is seeking a qualified candidate for the position of Monitoring Officer. ACD is a community-focused development organization dedicated to promoting human rights, social justice, and climate resilience among vulnerable communities in Bangladesh. The organization works in key areas including child protection, gender equality, climate change adaptation, local governance, and access to information.

The Monitoring Officer will play a vital role in strengthening community capacity, improving service delivery, and supporting the well-being of marginalized groups. The selected candidate will collaborate with project teams, local government institutions, and community members to ensure effective project implementation and contribute to achieving ACD’s organizational objectives.

• Lead the project’s M&E and reporting system.
• Develop various formats, M&E tools, techniques, frameworks, and monthly, quarterly, and annual plans.
• Track progress of activities against the operational plan, targets, and indicators.
• Prepare monitoring reports based on field visits.
• Prepare project progress reports aligned with the logical framework matrix and theory of change.
• Conduct regular field visits to monitor project activities and provide feedback to project management at district and working-area levels.
• Maintain records of program and project data, lessons learned, case stories, and best practices, and share them with relevant stakeholders.
• Develop, implement, and maintain project databases and ensure a functional physical document management system.
• Conduct or supervise project-related surveys, evaluations, and assessments.
• Coordinate with the project team to ensure accurate reporting and oversight at all levels.
• Organize advocacy and mass-awareness campaigns/events at district, upazila, and union levels.
• Ensure that project activities are implemented in line with established project principles, with strong community participation.
• Coordinate and network with stakeholders to ensure effective mechanisms for women to access their rights.
• Ensure the quality of project activities and proper documentation.
• Follow all ACD and donor policies, including the Code of Conduct, Human Resource Policy, Child Protection Policy, Data Protection Policy, Policy Against Sexual Exploitation and Abuse, Cost Sharing Policy, Financial Manual, Conflict of Interest Policy, Gender Policy, Social Media Policy, and Communications Policy.

Employment Status: Contractual – Full Time

Job Location - The position is based in Rajshahi District but requires frequent travel to the project areas

Salary Range The salary/benefits are negotiable based on experience and qualifications Other Benefits Travel and communication allowance may be provided as per organizational policy.
