Job Context:
∎ Background/purpose of the role
∎ Drowning is a leading cause of death worldwide. It`s a serious, neglected public health threat, claiming the lives of 320,000 people every year.
∎ More than 90% of drowning occurs in low- and middle-income countries, where people have higher exposure to the risks associated with open water as they go about their daily lives: collecting water, bathing, fishing and playing.
∎ In Bangladesh, drowning is the leading cause of death for children aged 1-17, with 18,000 young lives lost needlessly every year. Disasters and water-related risks affect all areas of Bangladesh, with the Barishal Division bearing the highest burden. Despite the death toll, action to reduce and prevent drowning in Barisal has been absent.
∎ In Bangladesh, drowning deaths mostly occur in rural areas, away from hospitals and out of the sight of policy makers. Evidence shows that a range of interventions are effective at preventing drowning, including the strategic use of barriers to control access to water, provision of safe places such as day care centres for pre-school children, and teaching school-age children basic swimming skills.
∎ Project Bhasa (which means `float` in Bengali) is a groundbreaking initiative to reduce drowning in the Barisal Division of Bangladesh. The project is developing a multi-sector and evidence-led strategy to target the most vulnerable people
∎ The outcome that this project is seeking to achieve is for other organisations to be in a position whereby they can deliver effective drowning prevention interventions for boys and girls under 12 in the Barishal division.
∎ The SeaSafe project aims to reduce drowning in Cox`s Bazar both in in-land and on the beaches. The outcome of this project is the benefits of drowning reduction interventions delivered through the SeaSafe Project to be sustained with support of relevant ministries and other national and/local organisations.
∎ The role-
∎ CIPRB is seeking an experienced MEL Manager to oversee the monitoring, evaluation and learning activities of the second phase of this project (January 2021 to December 2023). MEL Manager will be responsible for managing a small team of monitoring and learning roles, as well as working closely with other teams to track down the project activities and capturing learning. MEL Manager will be reportable to the Project Director. S/he will be responsible for MEL Officer and Assistant MEL Officer.
Job Responsibilities:
∎ Lead the evidence function to manage, develop and deliver the overall research, analysis and MEL portfolio
∎ Act as advocate for evidence-based practice within the project
∎ Facilitate the development, monitoring and evaluation of long-term strategy for the project through the use of Theory of Change and outcome mapping methods
∎ Line manage, develop and coach evidence staff and ensure they have the prioritizing and workload management tools they need to deliver
∎ Develop and maintain a sound data a sound data collection and management system to report against the project logical framework indicators
∎ Develop reports, analyse data, and prepare presentations (info graphs, visuals, and PPTs) for different level of stakeholders
∎ Design effective knowledge management processes for evidence that is generated and used by the project team
∎ Work closely with Intervention Manager and Policy-advocacy Manager to reach the project's goal
∎ Perform other project related activities assigned by the Project Director
Additional Requirements:
∎ 8-10 years' experience as MEL professional in working with NGOs and other development agencies
∎ A good understanding of monitoring and evaluation methods, including impact measurement
∎ Excellent verbal and written communication, with the ability to effectively communicate complex ideas to influence different stakeholders
∎ Proven skills to facilitate and coach others to use evidence to make informed decision
∎ Strong analytical skills, including research and evidence experience relevant to drowning prevention projects in rural Bangladesh
Salary:
∎ Ranges between Taka 90,018 and 104,997 based on educational qualifications and experiences.
