Responsibilities & Context:

POSITION PROFILE

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for DRC Country office in Bangladesh will support the technical and operational planning and implementation of OCHA Pool Fund MEAL activities required to improve and maintain programmes’ quality, following proposal approval. The MEAL Officer will ensure high programme quality over the course of project implementation as a part of Programme Quality Team. Due to the demands and responsibilities of this position and grant, this position will coordinate closely with the MEAL TL, and Multi-sectoral PM, Mult-sectoral TL, and CCCM PM to ensure workplans are implemented, MEAL feedback is proactively communicated, and risks and compliance challenges are actively monitored, reported and addressed.

Other responsibilities include: a) Develop and review OCHA Pool Fund MEAL plans, reports and IPTTs, b) Manage data collection tools and methodologies for sampling and monitoring of the Field level data collection, c) Deliver quality MEAL inputs for proposal, learning d) Conduct data quality checks and data validation of IPTTs and process and outcome monitoring datasets e) Review reports and data analysis prepared, in addition to ensure OCHA Pool Fund monitoring and accountability commitments are proactively integrated in the proposed Protection and CCCM activities.

MEAL Officer will be responsible for process and outcome monitoring and will provide support to project teams for developing and coordinating output monitoring and database design and management. As assigned by MEAL Teal Leader, the MEAL Officer will also be co-responsible for revising and maintaining the OCHA Pool Fund IPTT to ensure proper sex, age, and specific needs segregated according to OCHA guidance, are documented and ensuring information support for the management.
