Job Responsibilities:
∎ Providing relevant technical guidance, participating in consultations with relevant USAID/Bangladesh staff and implementing partners, drafting concept papers for evaluations and analysis tasks for USAID.
∎ Identifying and selecting consultants, and designing and executing agreed upon methodology, field work, research, reporting and deliverables.
∎ Field work will require traveling to all parts of Bangladesh for evaluation and monitoring purposes.
∎ Supporting all aspects of third-party monitoring activities such as planning for each assigned activity, contributing to written reports and other deliverables, identifying appropriate staffing levels, securing appropriate qualified staff, and providing relevant technical guidance.
∎ Liaise with USAID implementing partners to collect their MIS data in a usable format. Support communication, and monitoring/evaluation initiatives with MIS information.
∎ Serve as an evaluation team member, if required.
∎ Serve as a monitoring team member, if required.
∎ Support third-party consulting firms during the life of the Activity.
∎ Provide quality assurance and support in data collection including the training of data collectors.
∎ Collect and archive monitoring and evaluation assessment data.
∎ Perform quantitative and qualitative data analysis as required.
∎ Assist as needed with any other task(s) as directed the Supervisor.
Additional Requirements:
∎ Minimum of seven years practical experience in development monitoring and evaluation.
∎ Practical experience in mixed research design for project evaluations, assessments, and studies, including sample design, data collection instrument design, and scheduling of fieldwork activities.
∎ Proven experience in field data collection including conduction informant interviews, focus group discussions and conducting direct observations.
∎ Proven ability in quantitative data analysis using Excel. Proficiency in the use of SPSS or STATA an added advantage.
∎ Proven ability to interpret data, graphs and tables, and present findings and conclusions in written report format.
∎ Proven experience using a qualitative data analysis package, e.g., Nvivo or AtlasTi, an added advantage.
∎ Experience in third-party monitoring and data quality assessment an added advantage.
∎ Proactive and driven to achieve set targets and maintain service standards.
∎ Networking skills required to contact, collaborate with, and motivate national and international consultants.
