Job Context:
∎ Name of Position: Deputy Chief of Party/Monitoring Team Lead for USAID Bangladesh Monitoring, Evaluation and Learning (BMEL) Activity
∎ Duration of contract: Up to November 2023 (subject to the approval of USAID)
Job Responsibilities:
∎ Overseeing the timely and successful implementation of all BMEL Component 1 functions, including but not limited to Third-Party Monitoring (TPM) and Data Quality Assessments (DQAs).
∎ Contributing to and /or leading (when necessary) BMEL Component 2 (evaluation, assessment and analysis) and/or Component 3 (learning and adaptation) functions, as required by the BMEL COP.
∎ Providing management oversight and expert technical guidance for all Component 1 functions, and for Components 2 and 3 as required.
∎ Leading communications and/or consultations with USAID/Bangladesh Mission staff and/or implementing partners (IPs) related to Component 1; contributing to the same for Components 2 and 3 as requested by the BMEL COP.
∎ Taking the lead role in the drafting of "Brief Proposals'' and budgets in response to all BMEL Tasking Requests related to Component 1; contributing to and/or drafting these work products for Components2 and 3 as requested by the BMEL COP.
∎ Recruiting, selecting and supervising international and local consultants; ensuring consultants' timely contracting through ME&A Headquarters (HQ), including drafting terms of reference, ensuring all proper documentation is provided to ME&A HQ (such as Employee Biographical Data Forms which are properly filled out and signed by all consultants, CVs/resumes etc.)
∎ Designing and executing a wide range of Monitoring and Evaluation (ME&A) methodologies.
∎ Participating in fieldwork, traveling to all parts of Bangladesh as needed and as requested by the BMEL COP.
∎ Drafting Weekly Update; Monthly, Quarterly and Annual Reports related to Component 1 activities; and contributing to same reports for Components 2 and 3, as requested by BMEL COP.
∎ Supervising ME&A/BMEL core staff in collaboration with the BMEL COP.
∎ Serve as Acting COP in the absence of the BMEL COP.
∎ Representing ME&A to the highest professional standards at all times.
Additional Requirements:
∎ Minimum of 10 years practical experience in monitoring, evaluation, and learning activities; experience in third-party monitoring and data quality assessment are an added advantage.
∎ Practical experience in mixed research design for project evaluations, assessments, and studies, including sample design, data collection instrument design, and scheduling of fieldwork activities.
∎ Proven experience in field data collection including conduction key informant interviews, focus group discussions, and direct observations.
∎ Proven ability in quantitative data analysis using Excel. Proficiency in the use of SPSS or STATA is an added advantage.
∎ Proven ability to interpret data, graphs, and tables, and present findings and conclusions in written report format.
∎ Proven experience using a qualitative data analysis package, e.g., Nvivo or AtlasTi, is an added advantage.
∎ Proactive and driven to achieve set targets and maintain service standards.
∎ Networking skills required to contact, collaborate with and motivate national and international consultants.
