Experience:
Bachelor degree or Masters social science, Public Health or relevant field.
Candidates should have minimum 10 to 12 years of experience in M&E or data management roles, preferably in projects related to maternal, newborn, and child health (MNCH), family planning, or health systems strengthening.
Strong analytical skills and understating of all aspects of quality programming.
Demonstrated experience of developing and managing different project cycle M&E steps and processes.
Good computer knowledge on MS Word, MS Excel and MS Power Point and excellent spoken and written English language skills are essential, as well as the ability to produce quality reports.
A valid motorcycle driving license is required.

There is a vacancy for the following contractual positions at the LAMB under Community Health and Development Program (CHDP) for the MOMENTUM Country and Global Leadership (MCGL) Project based in Nilphamari District.
Job Summary: Responsible for implementing and maintaining effective monitoring, evaluation, and documentation systems at the district level and below. The position ensures timely and accurate data collection, validation, analysis, and reporting in collaboration with government counterparts and project staff. The M&E Officer supports the integration of project data into national systems such as DGHS and DGFP including DHIS2 and MIS-FP, conducts routine data quality assessments, and provides evidence-based feedback for program improvement. In addition, the role involves documenting success stories, lessons learned, and best practices to promote knowledge sharing and continuous learning. The incumbent will also build capacity of Upazila Coordinator, Union level staff and local health officials on M&E/MIS tools, ensure data-driven decision-making, and contribute to overall program accountability and performance tracking within the district.
Monitoring & Evaluation
Support the implementation of the MCGL MEAL framework and monitoring plan at the district and upazila levels.
Ensure accurate entry of data into DHIS2, LMIS, DGFP MIS and other reporting tools.
Ensure timely and accurate collection, validation, compilation, and reporting of project performance data (routine, monthly, and quarterly).
Coordinate with government counterparts (DGHS, DGFP) and project field staff to ensure the integration of project data into national systems such as DHIS2 and DGFP MIS.
Conduct regular data quality checks (DQA) and field monitoring visits to ensure data accuracy and completeness.
Coordinate with district and upazila level statistician and other data producer to analyze performance trends and provide feedback to the district team for adaptive management and planning.
Check completeness, consistency, and accuracy of source registers, reporting forms, and digital systems.
Support development and follow-up of Data Quality Improvement Plans.
Support Project Coordinator/ Manager in prepare Monthly, Quarterly project report.
Capacity Building & Coordination
Build capacity of the project staff, DGHS and DGFP statisticians/field level health service provides on M&E/MIS tools, reporting formats, and data quality standards.
Provide hands on coaching to the government health and family planning departments for routine data recording and reporting.
Coordinate with the District Health and Family Planning Office to strengthen joint monitoring and review systems.
Assist district and upazila managers to use data for micro-planning, review meetings, and performance analysis.
Support Jhpiego M&E Officer and Senior MEAL Advisor in the process of MEAL capacity building activities for MCGL staff and government stakeholders under the assigned project
Coordinate and communicate with M&E Officer /Project Coordinator/District Technical Officer and Regional Technical Manager to ensure project requirements.
Coordinate with project team including Organization representatives like HR/Admin/Procurement and others relevant department.
Participate in district coordination meetings, review sessions, and joint supervision visits with the Government and other stakeholders.
Provide substantial and creative input to the creation of project reports and presentations.
Accountability
Develop and implement accountability mechanisms, such as feedback and complaints handling systems.
Ensure project teams are responsive to community feedback and make necessary adaptations.
Promote beneficiary participation in the design, monitoring, and evaluation of projects.
Reporting
Prepare high-quality, timely, and accurate reports for donors, partners, and stakeholders.
Maintain clear and concise documentation of MEAL processes and project performance indicators.
Support the preparation of success stories and impact narratives to demonstrate program achievements.
