Job Context:
∎ Monitoring and Evaluation Officer - Strengthening Forecast-based Early Actions in Cyclone Prone coastal region in Bangladesh (STEP)
∎ Reports to: Project Manager
∎ Location: Patuakhali/Any where in Bangladesh

Job Responsibilities:
∎ Planning and Monitoring to Implement the activities
∎
∎ Support in developing the detailed implementation plan (DIP) in line with the Project Logical framework
∎ Monitor the implementation of the project work plans and activities and report on their timeliness and quality
∎ Undertake field visits to spot-check progress in implementation of the activities
∎ Tracking the implementation of the DIP and regular feedback to the team to accomplish the activities in time.
∎ Develop the monitoring tools and develop the capacity of the project staff
∎ Capture the data and field information and documentation
∎ Assess the level of satisfaction of the project partners and beneficiaries and advise/ recommend improvements to achieve the planned objectives, as needed.
∎ Knowledge management, documentation and innovation
∎
∎ Capture the output and outcomes of the project activities
∎ Develop the newsletter of the achievements of the project activities
∎ Capture the lessons learn of the projects and contribute to present with the government, stakeholders, disaster management committee at local and national level.
∎ Baseline and end line survey including gender capacities and vulnerability assessment; service provider gaps-analysis
∎ Assist to develop the phasing out strategy of the project
∎ Attend and contribute in progress Review Meeting for update the project and joint decisions making
∎ Capturing and overseeing regular lessons learned and success stories (including Change Stories) from targeted areas for internal and external sharing (including to Communications Team).
∎ Willing to speak publicly, present findings to multiple stakeholders and facilitate focus group discussions.
∎ Share the knowledge and field findings for strengthening the project
∎
∎ Contribute to orient the project with the local authority at District, Upazila and Union level
∎ Develop the monitoring tools specifically ICT based monitoring tools and develop the capacity of the staff and community based volunteer.
∎ Enhance the capacity of the cyclone center management committee specifically monitoring systems for the proper management.
∎ Enhance the capacity of DMCs, CBOs and local stakeholders to develop risk informed early action plan
∎ Conduct the context specific study through stakeholder's consultation to enable and guide forecast based early actions
∎ Capture the learning and documentation to adjustment of early action protocol through a series of meeting and workshops with relevant government departments and platforms (BMD, DDM, CPP, IFRC, Climate Centre, research institutions etc.)
∎ Assist to organize EAP dissemination workshop at Upazila, District and National level.
∎ Periodically review and asses the project performance.
∎ Established and maintained good relations with the project partners, including central and local authorities and other relevant local stakeholders
∎ Reporting and networking
∎
∎ Ensure tracking and meeting deadlines for donor reporting.
∎ Assist to develop the project's monthly activities, quarterly and annual reports (for internal and external/donor audiences).
∎ Establish networking and linkage with government and different INGO/Local NGOs
∎ Ensure internal databases/MIS is updated with key ICCO/Cordaid recording mechanisms on project progress, key documentation etc.

Additional Requirements:
∎ At least 3 years' experience in development field and preference will be given on project monitoring, evaluation, knowledge management.
∎ Skill and knowledge on ICT based data collection
∎ Good in reporting, documentation and knowledge management
∎ Basic understanding of government disaster management protocol and SoD.
∎ Excellent team member and willing to work in remote area of Patuakhali district.
∎ Good in monitoring and evaluation
∎ Analyzes complex technical materials (including data) and makes concise, relevant recommendations
∎ Excellent communication skills (written and oral) in English and Bengali
∎ Experience working with government/governance stakeholders at a local level
∎ Experience working within the NGO context at a field level or within communications, research or strategy environments.
∎ Exposure to digital tools management or server maintenance
∎ Willingness to drive motorcycle and local transport in remote areas.
