Job Context:
∎ Friends In Village Development Bangladesh (FIVDB), is a Bangladeshi non-governmental organisation founded in 1979 under the Societies` Registration Act, 1860. The organisation is also registered with the NGO Affairs Bureau and the Micro Credit Regulatory Authority, of the Government of Bangladesh that advances children`s rights and equality for girls. We believe in the power and potential of every child and the young people. But this is often suppressed by poverty, violence, exclusion and discrimination. In addition, its girls and young women who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children.
∎ FIVDB`s societal vision is that of `a vibrant society based on justice, equity, democracy and environmentally sound principles`. It works with the mission to give the disadvantaged women, men and children greater voice, reduce their vulnerability, increase their use of citizenship rights and help them enhance their quality of life. To that end FIVDB pursues educational, social and economic capacity building and social organization processes. It works to strengthen social protection and safety networks and participates in national and international outreach and advocacy. The organization combines grassroots service delivery, social mobilization and advocacy in its work and works in collaboration with communities, civil society, the Government and private sectors.
∎ Friends in Village Development Bangladesh (FIVDB) is going to implement Education Cannot Wait (ECW) Multi Year Resilience Program (MYRP) top up funding under its Humanitarian Preparedness and Response Program, Cox`s Bazar in partnership with Plan International Bangladesh (PIB).
∎ The duration of the project is 17 months (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field Office at Ukhia with substantial field activities at different camps and host communities. The job is contractual for the project period with a three (3) months` probation period.

Job Responsibilities:
∎ The Monitoring and Evaluation Officer is responsible for the delivery and management of technical expertise, ensuring high quality and timely inputs, and for ensuring standard of project activities and its strategic vision for attaining project objectives and goals result in the achievement of its intended outputs in a cost effective and timely manner. S/he will be responsible for leading the activities of M&E through planning, implementing and managing the delivery of policies, reports, knowledge of services and other results approved in the project document or periodical/annual work plans. S/he will also closely work with operations unit at Cox's Bazar, Plan International Bangladesh's MERL team, ECW MEAL Working Group, different cluster including the education sector, ECD Working Group, UN agencies, relevant government officials, private sector, non-government and civil society organizations. S/he will be reportable to the Project Coordinator, ECW Project, FIVDB and have functional relationship with the MEAL unit, FIVDB.
∎ Duties and areas of responsibility:
∎ S/He is responsible for the development and harmonization of effective monitoring and documentation tools and systems. The treatment, analysis and reporting of data related to implemented projects. Develop survey tools and methodologies. Look after the work of the ECW project activities. The M&E Officer will be involved in and provide support to capacity building and training activities on monitoring, evaluation, documentation and lesson learning topics.
∎ Ensure quality monitoring and documentation at the program level and build a nationwide system that captures and presents results.
∎ Contribute to the review and development of global and sartorial monitoring and evaluation plans and strategies, ensuring crosscutting issues are well integrated.
∎ Design tools and SOP aimed at monitoring project activities implementation against work-plan and logical framework, ensuring that programs have specific, measurable, achievable, realistic and time bound indicators.
∎ Contribute to ensure quality and accountability (donors and beneficiaries related accountability).
∎ Support program coordinators, project managers and finance officer with date analysis and the production of high quality, evidence-based, donor compliant reports (monthly, quarterly, annual and final) and documentation in a timely manner to accurately reflect field level conditions and programming progress.
∎ Ensure data quality and integrity by periodically conducting field visits and spot-checks.
∎ Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring approaches, to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a project's targets.
∎ Train, assist and/or participate in rapid or baseline assessments to inform program design scope of work for evaluation teams.
∎ Work with program coordination and contribute to support and train to apply lessons learnt, case studies and follow up on progress through monitoring and provide on-going support .
∎ Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews, information collection and management plans and standards, ensuring appropriate treatment of sensitive information.
∎ Assess individual protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices.
∎ Set up a functioning Complaints and Response Mechanism.
∎ Ensure proper documentation and secure storage of any protection data collected (hard and soft copies)
∎ Complete daily reporting on findings.
∎ Analyze the learners' enrolment and assessment data to measure attendance and competency level
∎ Prepare 5W report.
∎ Update and track the results and reach data using result framework.
∎ Present the process and progress monitoring status in PIB's MERL coordination meetings.
∎ Child protection, gender equality and inclusion:
∎ Ensures that FIVDB and Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International's Code of Conduct (CoC), PSEA Policy, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Additional Requirements:
∎ Age 26 to 50 years
∎ Both males and females are allowed to apply
∎ Education and technical expertise in a field related to monitoring, evaluation, knowledge management and learning.
∎ Experience with projects of education, child protection and interventions is highly desirable.
∎ Excellent computer and oral and written communication skills.
∎ Understanding of data and information needs for program management and decision making
∎ Experience in facilitating the capacity building efforts of diverse colleagues
∎ Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
∎ High level English language proficiency (speaking, reading, writing).
∎ Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
∎ Skilled in preparing tools using KoboToolBox or mWater
∎ Good level of proficiency in Windows Excel. Quantitative analysis using STATA is a plus.
∎ Knowledge of the context in the Cox's Bazar Rohingya and refugee response.
∎ Demonstrative knowledge on humanitarian ethics
∎ Fluency in verbal and written English and Bangla required; Rohingya or local language an asset
∎ Strong organisational and team working skills
∎ Good cultural awareness and sensitivity
∎ Highly approachable, trustworthy and confidential
∎ Ability to work diligently both independently and in a team setting
∎ Knowledge about own leadership skills/profile
∎ Candidates with an advanced degree preferred

Salary:
∎ Tk. 57140 (Monthly)
∎ 10% of the Basic Salary will be deducted as Staff Security Fund (Payment made after project closing/ Leave from FIVDB) Deduction of Tax at the source Yearly Salary Increment(Up to 5% based on Performance Appraisal)
