Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field (Master’s degree preferred).

Experience Requirements

  • Minimum of 5 years of experience in designing and implementing M&E systems for development projects, preferably in the fields of climate resilience, gender equality, or social inclusion.

  • Experience in data collection, data analysis, and reporting using both quantitative and qualitative methods.

  • Experience in conducting field monitoring and evaluation visits and working with marginalized communities is preferred.

Skills and Competencies

  • Strong knowledge of M&E tools and methodologies, including designing logical frameworks, KPIs, and result-based monitoring.

  • Proficiency in data analysis software (such as Excel, SPSS, or similar tools).

  • Excellent communication and report-writing skills.

  • Ability to work collaboratively with multi-disciplinary teams and communities.

  • Strong organizational skills and attention to detail.

  • Familiarity with gender-sensitive M&E approaches.

SHEBA MANAB KALLYAN KENDRA (SMKK) is a non-profit, non-political, non-governmental humanitarian nexus organization established in January 1996. Committed to serving underprivileged populations across Bangladesh, SMKK focuses on areas such as climate resilience, poverty alleviation, gender equality, women empowerment, humanitarian and emergency response, agriculture, WASH, health and nutrition, education, skill development, human rights and good governance, private sector engagement and organizational development.

Currently, SMKK, in partnership with GFA Consulting Group GmbH (GFA) and supported by the CEF include the Swiss Agency for Development and Cooperation (SDC), the United States Agency for International Development (USAID) and Global Affairs Canada (GAC), is implementing the "Strengthening Civic Engagement and Gender Equality in Climate-Vulnerable Communities" (NAGARIKATA: SCEGE-CVC) project. The project will be developed in 4 Upazilas of Patuakhali and Barguna districts aiming to enhance civic engagement and promote gender equality among landless, climate-vulnerable communities. This initiative aligns with CEF’s objectives to amplify citizen voice, foster dialogue between civil society and the government, and contribute to SDGs 5 and 16.

Position Summary

The Monitoring and Evaluation (M&E) Officer is responsible for the design, implementation, and oversight of the Monitoring and Evaluation framework for the NAGARIKATA project. The M&E Officer will ensure that the project’s goals and objectives are tracked, measured, and reported systematically to enhance project performance and accountability. This position involves regular field visits to ensure the quality of data collection, analysis, and reporting, while ensuring that M&E activities are gender-sensitive, inclusive, and aligned with project objectives.

Key Responsibilities

Design and Implementation of M&E Framework:

  • Develop and implement a comprehensive M&E plan, including key performance indicators (KPIs), data collection methodologies, and reporting timelines.

  • Design tools and methodologies for data collection, ensuring they are gender-sensitive and inclusive of marginalized groups.

  • Ensure alignment of the M&E framework with the project’s objectives, particularly in measuring outcomes related to gender equality, social inclusion, climate resilience, and governance.

Data Collection and Analysis:

  • Regularly collect and analyze data from the field to track the project’s progress against set indicators.

  • Conduct field visits to monitor the quality of data collection processes, provide feedback to field staff, and troubleshoot any data collection challenges.

  • Ensure data accuracy and completeness in all M&E-related reports.

Reporting and Communication:

  • Prepare and submit high-quality, timely M&E reports, including analysis of progress toward outcomes, to the Project Manager and consortium partners.

  • Compile case studies, success stories, and lessons learned for internal use and donor reporting.

  • Present data and findings in a clear, concise manner to the project team and stakeholders.

Capacity Building:

  • Provide training and capacity building to project staff and community mobilizers on M&E processes, data collection techniques, and the importance of gender-responsive M&E.

  • Conduct workshops and training sessions for field staff on the use of data collection tools and reporting formats.

Evaluation and Learning:

  • Conduct mid-term and final evaluations of the project, ensuring they align with the donor’s and organization’s requirements.

  • Facilitate learning sessions to reflect on M&E findings, and provide actionable recommendations for improving project implementation.

  • Ensure the incorporation of lessons learned into ongoing and future project strategies.

Compliance and Accountability:

  • Ensure that all M&E processes are compliant with donor and organizational policies.

  • Collaborate with the project’s team to ensure accountability mechanisms are in place for beneficiaries, particularly ensuring that vulnerable groups’ voices are heard and their needs are addressed.
