Job Context:
∎ Jagorani Chakra Foundation (JCF) is a national voluntary social welfare organization. Jagorani Chakra Foundation (JCF) is going to implement a project named ‘Providing access to education for Rohingya Refugee Children and adolescents, Host Community Out of School Children and Adolescents of Cox’s Bazar District in Bangladesh’ in partnership with UNICEF for the period of one year with the possibility of extension. To ensure the quality implementation of the project, JCF intends to recruit project staff from qualified candidates of Bangladeshi nationals.
Job Responsibilities:
∎ Monitoring and Documentation Officer (MDO-MCP) will be fully engaged in providing monitoring support to the MCP project, preparing monthly, quarterly and Annual reports, data analysis, and innovative thinking with the study.
∎ Lead the monitoring and ongoing review of the project Performance Monitoring Plan (PMP). Ensure that the PMP is updated as needed, with meaningful indicators and targets that communicate the impact of project activities. Provide ongoing analysis of project performance in order to identify key issues that require action by the Program Focal Person and to inform the development of communications materials.
∎ Develop monitoring indicators following the Log frame (design PMF tools) of the project
∎ Prepare monitoring plan for throughout the year and perform accordingly
∎ Establish the Research, Monitoring and Evaluation strategy and assist the team to conduct all required survey in the project and do all the needful efforts for well-functioning of the project activities;
∎ Manage data and information on bimonthly targets and present comparative statement of the targets and achievements;
∎ Supervise data management and analysis in the required software
∎ Conduct team performance monitoring and evaluation as well as reporting
∎ Coordinate the regular review of progress towards achieving project result
∎ Coordinate the process for updating policy and procedure, documents in the area of monitoring & evaluation
∎ Maintain close liaison with JCF and Education Sector, UNICEF, fields and exchange information and experiences;
∎ Assist project management in identifying shortcomings, the gap in the PP and budget and revising those according to the needs;
∎ Ensure accurate data collection, analysis, and interpretations as well as preparing M&E reports
∎ Document project experiences, good practices, case studies, and disseminate properly
∎ Plan and execute research design on any particular theme or interest areas of the project and or project as a whole
∎ Provide technical support to Technical Officer, Program Organizer, similar staffs of the Sector as per needs
∎ Maintain coordination with the Regional Project Team members
∎ Attend various meetings, review workshops, and reflection sessions both at the field and offices
∎ Use participatory techniques and tools in all aspects of documentation, monitoring, reporting and research work
∎ Perform any other tasks as assigned by the Technical Coordinator.
∎ Establish and maintain an information management system in accordance with JCF guidance to facilitate humanitarian information exchange and the promotion of data and information standards
∎ Supported Technical Officers, all data analysis and reporting, and knowledge management.
∎ Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability
∎ Organize, design and carry out the evaluation and analysis of location-specific data sets through meaningful statistical techniques
∎ Provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
∎ Carry out daily monitoring visits, focus group discussions, study circle, participatory assessments, key informant interviews, etc. for information collection.
∎ Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring approaches, to implement realistic monitoring plans that capture quantitative and qualitative data.
∎ Ensure quality documentation of all raw data and their analysis.
∎ Produce quality narrative reports using field data and their analysis.
∎ Collect best practices, case studies, and relevant stories from the field and produce quality documents.
∎ Achieve all documents and evidence in electronic and where necessary printed medium.
∎ Coordinate with Technical Officers to collect necessary data and information ensuring quality within the deadline.
∎ Support Technical Coordinator (TC-MCP) providing progress indication with data analysis
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Additional Requirements:
∎ Age at least 30 years
∎ Minimum of 5 years of work experience within the field of monitoring, documentation, MIS, reporting, data analysis and research as Monitoring and Documentation Officer/MIS Officer/Research Officer of formal or Non-Formal education program.
∎ Excellent oral and written communication skills in English and Bangla.
∎ Preference will be given to those who can speak the local language of Chottogram.
∎ Having a valid motorcycle driving license
∎ Computer literacy as appropriate for progressive monitoring and evaluation activities especially Excel, SPSS, PowerPoint so on.
∎ Strong experience in results-based management and/monitoring and evaluation, and report writing skills;
∎ Strong experience in the usage of computers and office software packages, experience in handling of web-based management systems is also necessary;
∎ Understanding of development programs with a special focus on education in the emergency program
∎ Participatory monitoring tools and techniques, Social analytical tools
∎ Participatory evaluation methodology and tools used
∎ Statistical analysis of findings and representation in a different format
∎ Team facilitation, mentoring and ability to work in a team
∎ Conformity working with groups of Forcibly Displaced Myanmar Nations, poor, marginalized and socially excluded people
∎ Sensitive to local and national development
∎ Innovation mindset, accommodative and knowledge of IKP
∎ Ability to lead strategic planning, results-based management & reporting
∎ Communication and facilitation skills
∎ Report writing
∎ Use of social analytical tools and participatory techniques
∎ Good knowledge in compilation and synthesis of information
∎ Demonstrated experience data processing and management of survey
∎ Demonstrated experience of statistical packages and/or data analysis software and advanced computer skills
∎ Experience in the development field (especially in Monitoring & Evaluation work).
Salary:
∎ Tk. 60,000/- per month, Consolidated and other admissible benefits as per organizational policy as well as the project.
