Responsibilities & Context:
∎ Assist in developing the project’s AMELP, which includes the knowledge management and learning plan
∎ Support the design and implementation of data collection tools and methodologies aligned with project goals
∎ Engage with field teams to ensure timely and accurate data collection, working closely with project stakeholders to capture relevant performance metrics
∎ Perform data quality checks to ensure consistency, accuracy, and adherence to set standards that also match with USAID DQA standards
∎ Engage with technical teams in collecting, aggregating, and analyzing baseline data in the first several months of the project
∎ Assist in organizing and documenting collaborative sessions to analyze data, learning, and promote data-driven decision-making among project team members
∎ Support the identification of key learning moments to inform adaptive management approaches for the project
∎ Work closely with MEL Manager to maintain impeccable MEL files and substantiate data reported to USAID on the project’s shared drive, so that it can be easily accessed by project team members and available for project auditors (i.e., accurate, updated, etc.)
∎ Support Director MEL and CLA to coordinate collection and compilation of information on quarterly, annual and life of project indicators, outputs from team leaders, and progress toward planned activities
∎ Finalize and continuously update progress against the project’s AMELP and maintain all files related to substantiating progress against AMELP performance indicators
∎ Regularly analyze the MEL data, including different context indicators, and update the team
∎ Regularly update and maintain the “change log” mentioned in the AMELP Support capacity building initiatives for data management, reporting, and learning practices across project teams and partners
∎ Any other relevant responsibilities assigned by the Chief of Party or MEL & CLA Director
∎ Bachelor’s degree or higher in business administration, international development, economics, statistics, or a related field
∎ Minimum of three years’ professional experience with performance monitoring, data analysis, or MEL functions (experience with USAID activities preferred)
∎ Experience designing and overseeing MEL data collection and reporting for economic growth/financing projects preferred
∎ Demonstrated ability to implement, operationalize, and manage information collection and assessment systems
∎ Strong data collection, management, and analytical skills; familiarity with data analysis software like STATA/R preferred
∎ Strong writing, reporting, and presentational skills
∎ Experience working for large donor organizations such as USAID preferred
∎ Written and spoken fluency in English is required

∎ Project Role and Overview: The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $448 million in finance, driving sustainable agricultural lending and promoting inclusive growth.
∎ The MEL Associate will focus on supporting effective data collection, management, and analysis to drive project impact assessment and process evaluation for IAF initiatives. This individual will play a critical role in data quality control and aggregation and support ongoing learning and adaptation of program activities.
