Other Requirements:
- Proficient in MS Office (Word, Excel, PowerPoint, Google Sheets) for data management.
- Strong communication skills in English, including report writing.
- Experience in budget tracking, staff monitoring, work plan execution, and documentation (both hard and soft copy).

Responsibilities & Context: About JJS: Jagrata Juba Shangha (JJS), having 39 years of experience working as a rights-based environmental and social development organization actively dealing with pro-poor issues, supporting individuals with special needs, and disaster-vulnerable people in the South West coastal region of Bangladesh. JJS has been working diligently to improve the lives of vulnerable people in coastal communities through its interventions on (i) Governance and Human Rights, (ii) Urban Poverty and Resilience (iii) Environment and Food Sovereignty (iv) Climate Change and Disaster Management and (v) Child Protection and Youth Engagement.
Job Context:
Jagrata Juba Shanga (JJS) in partnership with Concern Worldwide is implementing a project namely “Enhancing Resilience of Coastal Communities (ERCC-II) project to Improving Income of Extreme Poor Households in Khulna District of Bangladesh with the Financial support of KOICA. The duration of the project is 29 February 2024 to 31 December 2026. This project aims to work with communities in climate change and disaster-prone areas with the ultimate goal of contribute to the reduction of poverty and empowerment of people living in extreme poverty in coastal region (Khulna District) by enhancing the resilience of households living in poverty and extreme poverty and communities exposed to the risks of climate change in the coastal regions of Bangladesh.
JJS intends to hire a competent “Monitoring and Evaluation Officer” for Enhancing Resilience of Coastal Communities (ERCC-II) for Khulna Project office to implement the program properly. The M&EO played a role under the supervision of Project Coordinator of this Project.
Job Location: ERCC-II Project Office, Khulna
Duration: 1st January 2026 to 31st December 2026.
Key responsibilities include (not limited to):
Functional Capabilities and Strategy:
- Support to implement ERCC-II M&E Framework, strategies and tools in theory of Change, Accountability, Planning and Learning system at all levels within the organization.
- Facilitate designing monitoring and evaluation systems to track progress, outcomes and impact
- of projects or interventions. Ensure MEAL plans are algin with programme/projects objectives
- and capture relevant data for effective decision making.
- Accelerate the process to conduct evaluations, including baseline, mid-term and end-line
- evaluations to access programme/projects effectiveness and impact.
- Collate and compile progress reports including quantitative and qualitative analysis of data for
- internal and external stakeholders.
- Lead the project team in effectively managing project activities, Supervising and monitoring interventions, analyzing progress, and preparing plans to address gaps at the district level.
- Lead quality assurance of data management, various study, reviews, evaluations and impact assessments.
- Facilitate the process of best practices, lessons learned and impact story generation for organizational learning and sharing with wider community.
Technical Proficiency
- Ensure alignment of M&E methods, tools and skills align with Project’s goal and objective
- Ability to design and update KOBO tools, conduct data analysis, identify gaps, and share insights with management.
- Provide technical inputs to respective programme and project-driven studies such as baseline, Mid-Term Review, end line evaluation, Annual Outcome Monitoring, non-formal evaluation, impact assessment, etc.
- Facilitate capacity development initiatives for ERCC-II staff and facilitators on participatory monitoring and evaluation, reporting and accountability.
- Follow up and update online-based integrated data& information management system
- Provide technical inputs to monthly Report, Concept note preparation, case study preparation and relevant reports and format
- Support to Real Time Monitoring (RTM), Post-distribution Monitoring (PDM) and monitoring of accountability impact.
Learning and Knowledge Management
- Identify research/study needs and opportunities and determine the scope and objectives of research
- projects in ERCC-II.
- Develop and roll out a robust information and knowledge management system in RRP align with
- Develop and applications of Quality Benchmark (QB) checklist, undertake regular monitoring visits to monitor the program and provide hands on support to partner and program staff.
- Monitor the team’s performance against the agreed organizational standards, competency framework and Key Performance Indicators and ensure that the performance gaps are identified and resolved.
- Support both professional and personal development of staff for ensuring their proactive engagement and effective service to fulfill organizational objectives and plans.
- Coordinate with external evaluators and consultants as required to conduct specialized evaluations as and when required.
- Overall responsible for successful implementation of the project through team approaches.
- Prepare relevant sectorial activities Concept Notes (CN), Terms of Reference (ToR), Standard Operating Procedures (SOPs), and Memorandums of Understanding (MOUs) and event requisition with required documents.
- Online based timesheet follows up, Logistics maintenance and ensure regular documentation at stakeholder and office level.
- Support and prepare various types of reports like event reports, monthly reports, quarterly reports, final report, and provide assistance to the MEAL team in preparing real-time monitoring reports, baselines, end lines, and quarterly project progress reviews.
- Conduct seminar/workshop/capacity building training as per sector wise plan.
- Ensure all documentation for program and finance, ensuring compliance with JJS and donor requirements.
- Be responsible for delivering any support/requirements requested by JJS and the donor
