Responsibilities & Context:

Job Description

The Medical Officer – Staff Clinic & Vaccination Centre is responsible for providing comprehensive primary healthcare services to hospital employees, managing staff clinic activities, assessing employee fitness and medical leave requirements, supporting occupational health programs, and overseeing vaccination services. The position ensures that medical leave, fitness-for-duty, and work-restriction recommendations are based on appropriate clinical assessment, objective medical evidence, hospital policy, and applicable medical guidelines.

Duties & Responsibilities

1. Staff Clinical Services

  • Provide clinical consultation, examination, diagnosis, treatment, and follow-up for hospital employees presenting with illness, injury, or other medical conditions.

  • Assess employees who present with illness or medical conditions requiring absence from duty.

  • Review the employee’s clinical history, presenting symptoms, physical findings, relevant investigation reports, and prescribed medications before recommending medical leave.

  • Assess whether an employee is medically unfit to perform his/her assigned duties due to illness, injury, or other medical conditions.

  • Provide appropriate treatment, health advice, and follow-up care within the scope of professional competence.

  • Refer employees to appropriate specialists, hospitals, diagnostic centres, or other healthcare facilities when further assessment or treatment is required.

  • Provide immediate first aid, emergency assessment, stabilization, and referral for workplace medical emergencies.

2. Medical Leave & Sick Leave Assessment

  • Issue appropriate medical certificates and sick leave recommendations in accordance with hospital policy, applicable medical guidelines, and professional standards.

  • Determine the appropriate duration of sick leave based on the employee’s clinical condition, treatment requirements, functional limitations, and expected recovery period.

  • Where an employee submits a prescription, medical certificate, investigation report, or other medical document issued by another doctor/hospital, review the submitted documentation and, where appropriate, clinically assess the employee before endorsing or recommending sick leave.

  • Avoid approving or recommending sick leave solely on the basis of a prescription or external medical document without appropriate clinical assessment, particularly where the proposed duration of leave is significant, the medical condition is unclear, or functional capacity requires clarification.

  • Verify and assess relevant medical information objectively while respecting the confidentiality and professional integrity of the treating physician and employee.

  • Conduct follow-up or reassessment where extended sick leave, recurrent illness, prolonged absence, or continued functional limitation is involved.

  • Reassess employees when clinically appropriate before recommending continuation of prolonged medical leave.

  • Ensure that sick leave recommendations are based on clinical necessity, objective medical assessment, and functional capacity, rather than personal preference, discrimination, or undue influence.

3. Fitness-for-Duty & Return-to-Work Assessment

  • Provide fitness-for-duty recommendations when an employee is medically fit to resume assigned duties.

  • Assess an employee’s functional ability in relation to his/her specific job responsibilities before recommending return to work, where clinically indicated.

  • Recommend modified duties, restricted duties, temporary work restrictions, or phased return to work where medically appropriate.

  • Clearly communicate relevant work restrictions while maintaining appropriate medical confidentiality.

  • Recommend further medical evaluation or specialist assessment where fitness for duty cannot be determined adequately at the Staff Clinic.

  • Follow up employees returning from prolonged illness, injury, hospitalization, or significant medical conditions as required.

4. Vaccination Centre Management

  • Oversee and provide vaccination services for hospital employees in accordance with applicable immunization guidelines and hospital protocols.

  • Assess employees for vaccination eligibility, contraindications, precautions, and relevant medical history before vaccination.

  • Administer or supervise administration of vaccines safely and appropriately.

  • Ensure proper vaccine storage, cold-chain maintenance, stock monitoring, expiry control, and inventory management.

  • Maintain accurate vaccination records and ensure appropriate documentation of vaccine type, batch/lot number, date, and relevant clinical information.

  • Monitor employees for immediate adverse reactions following vaccination.

  • Identify, manage, document, and report adverse events following immunization (AEFI) in accordance with applicable requirements.

  • Plan and support staff vaccination campaigns, including seasonal, occupational, and outbreak-related vaccination programs.

5. Occupational & Preventive Health

  • Support occupational health surveillance and employee health-promotion activities.

  • Participate in pre-employment, periodic, and other medical examinations as assigned.

  • Provide counselling regarding communicable diseases, workplace health risks, hygiene, nutrition, lifestyle, immunization, and preventive healthcare.

  • Identify suspected occupational illnesses, communicable diseases, or workplace-related health concerns and recommend appropriate action.

  • Support infection prevention and control initiatives within the hospital.

  • Participate in workplace health awareness programs and emergency preparedness activities.

6. Clinic Administration & Documentation

  • Maintain accurate, complete, and confidential records of employee consultations, medical assessments, medical certificates, sick leave recommendations, fitness assessments, vaccination records, and follow-up visits.

  • Ensure strict confidentiality of employee medical information in accordance with professional ethics and applicable laws/policies.

  • Monitor clinic medicines, medical supplies, equipment, and other essential resources.

  • Ensure appropriate maintenance, calibration, and availability of medical equipment.

  • Prepare periodic reports on clinic activities, employee consultations, medical leave, fitness assessments, vaccinations, and other relevant indicators.

  • Maintain appropriate documentation for audit, quality assurance, occupational health, and regulatory purposes.

    7.Key Duties & Responsibilities

    • Provide clinical consultation, examination, diagnosis, and treatment for employees presenting to the staff clinic.

    • Manage common acute and chronic medical conditions and provide appropriate follow-up care.

    • Assess medical emergencies and provide first aid, stabilization, and emergency management before referral when required.

    • Refer patients to hospitals, specialists, diagnostic centres, or other healthcare facilities when necessary.

    • Conduct routine health assessments and advise employees on preventive and promotive healthcare.

    • Maintain accurate and confidential patient medical records, prescriptions, clinical notes, and referral documentation.

    • Manage the day-to-day clinical operations of the staff clinic and ensure availability of essential medicines, equipment, and medical supplies.

    • Oversee the vaccination centre, including vaccine administration, screening, consent, documentation, and post-vaccination observation.

    • Ensure proper vaccine storage, cold-chain management, stock monitoring, expiry control, and inventory records in accordance with applicable guidelines.

    • Develop and implement employee vaccination programs, including routine, seasonal, occupational, and campaign-based vaccination.

    • Monitor and document adverse events following immunization (AEFI) and ensure appropriate medical management and reporting.

    • Provide health counselling on immunization, hygiene, nutrition, lifestyle, communicable diseases, and occupational health risks.

    • Support workplace health-promotion activities, medical awareness programs, and employee wellness initiatives.

    • Participate in occupational health surveillance, pre-employment/periodic medical examinations, and fitness assessments as assigned.

    • Identify and report suspected communicable diseases or occupational illnesses according to organizational policy and applicable regulations.

    • Coordinate with HR, Administration, HSE/Occupational Health teams, laboratories, hospitals, and external healthcare providers.

    • Ensure compliance with infection prevention and control, biomedical waste management, medical ethics, and patient confidentiality requirements.

    • Supervise and guide nurses, paramedics, vaccinators, and other clinic staff as applicable.

    • Monitor clinic performance, patient statistics, vaccination coverage, medicine consumption, and other relevant healthcare indicators.

    • Prepare periodic medical, vaccination, inventory, and occupational-health reports for management.

    • Ensure medical equipment is properly maintained, calibrated, and readily available for clinical use.

    • Participate in emergency preparedness activities, including workplace medical response and emergency drills.

    • Stay updated on relevant clinical guidelines, vaccination recommendations, occupational-health standards, and regulatory requirements.
