Responsibilities & Context: Job Context:
PHALS (Programme for Helpless and Lagged Societies) is a Local Non-Governmental Organization (NGO) has been started its journey in Cox's Bazar since 1996. PHALS is anticipating to implement a project title “Access to quality informal education for Rohingya refugee children in Cox’s Bazar and Bhasanchar” with the support of BRAC.- The project possible location is Ukhiya, Cox's Bazar District, Bangladesh and duration is from “1st January 2025 to 31 December 2025”. Under this project, PHALS is looking for a MEAL Officer to monitoring the project activities and achieve over all outputs as approved work plan.
Project Duration: 1 Year.
The MEAL Officer will report to the Project Manager and Program Director and work closely with donor representatives, Partners, sector leads, Finance and Program personnel to ensure the elements of the projects is within the required standards.
Key Responsibilities of the Position:
Support the coordination and implementation of all assigned project MEAL activities as outlined in the DIP in line with MEAL Policy and Procedures and Program Quality Principles.
- Monitor and report any MEAL- related challenges and gaps identified to inform adjustments to plans and implementation schedules Assist project staffs in their efforts to reflect on project experiences.
- Support field-level project MEAL activities including digital data collection and assisting project staffs in their efforts to collect and ensure produce timely evidence-based MEAL data as per reporting schedule.
- Lead the roll-out and implementation of feedback and response mechanism (FRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined the FRM
- Collect information on staff MEAL capacity needs and technical assistance needs of frontline staffs and monitor MEAL-related capacity building and technical support activities to ensure effective impact.
- Complete project documentation for assigned MEAL activities. Assist with identifying information for case studies and reports on promising practices.
- Support program learning and decision-making by posing thoughtful questions, engaging with project data, reflecting upon and sharing with project management the information gathered from community members.
- Work closely with BRAC office and PHALS on coordinating baseline, mid-term, end line evaluation and other ad hoc studies:
- Prepare event base, monthly, quarterly, six-monthly, annual and completion report including photos, case studies, graphs, video, etc. focusing the results in English or Bengali as per need;
- Support in design and conducting data quality assessment (DQA)
- Provide regular update of the project to Executive Director; and, perform any other duties as assigned by PHALS Management within the scope of general responsibilities.
