∎ Prior working experience in climate-vulnerable or coastal areas.
∎ Strong proficiency in computer applications (MS Office, data analysis software, internet tools).
∎ Excellent communication skills in both Bangla and English.
∎ Good understanding of participatory methodologies, climate change, DRR, gender equality, and inclusive development.
∎ Knowledge of quality assurance (QA) mechanisms, accountability standards, and evidence-based reporting systems.
∎ Minimum of 6–7 years of experience in the development sector, including at least 3 years in a MEAL role or equivalent senior-level monitoring and evaluation position.
∎ Demonstrated experience in implementing participatory monitoring and evaluation approaches.
∎ Previous experience working with NGOs on project management, data systems, and learning frameworks is essential.

Responsibilities & Context:
∎ Job Location: Shyamnagar, Satkhira
∎ LEDARS (Local Environment Development and Agricultural Research Society), an NGO registered with the NGO Affairs Bureau, has been working in the climate-vulnerable coastal region of Bangladesh since 1996. The region faces severe challenges due to the adverse impacts of climate change, affecting the lives and livelihoods of local communities. As part of its continued mission to climate resilience and community development, LEDARS is going to implement a Project at Shyamnagar and Kaligonj Upazila in Satkhira district entitled “Climate Action at Local Level (CALL)” project, funded by Global Alliance for Improved Nutrition (GAIN). LEDARS is going to appoint a MEAL Officer for this project, to provide quality input and to ensure quality project management and implementation in line with the framework of Monitoring, Evaluation, Accountability and Learning (MEAL). It is a senior-level position and will be the key person for Monitoring, Evaluation, Accountability and Learning (MEAL) on behalf of the organization. She/he will be fully responsible for ensuring the ongoing project’s implementation in the right track of the organization. Following are major job requirements of this post:
∎ Lead and coordinate regular monitoring activities to ensure effective and timely implementation of project interventions.
∎ Design and implement participatory monitoring systems that engage community members and stakeholders in tracking project progress.
∎ Collect, input, analyze, and interpret quantitative and qualitative data to support evidence-based decision-making and reporting.
∎ Design, pilot, and finalize monitoring and evaluation tools in consultation with project teams.
∎ Facilitate and support field visits by donors, internal staff, and external evaluators.
∎ Provide technical guidance and on-the-job support to field staff to enhance program quality and data accuracy.
∎ Prepare and submit timely monitoring reports, case studies, outcome briefs, and learning documents.
∎ Ensure proper documentation and archiving of project-related materials, including reports, meeting minutes, photographs, and other relevant documentation.
∎ Conduct regular field monitoring and provide feedback to management and program teams.
∎ Conduct or assist in field study, baseline surveys, mid-term reviews, end-line evaluations, and special studies.
∎ Compile and submit monthly, quarterly, and annual monitoring and learning reports.
∎ Present project progress and key findings in coordination meetings and learning sessions.
∎ Facilitate and document participatory tools such as FGDs, KIIs, community scorecards, and reflection sessions for ongoing learning and accountability.
∎ Support proposal development by contributing monitoring data, results frameworks, and impact narratives.
∎ Plan and organize project learning and promotional events (e.g., training, field-level sessions, fairs).
∎ Represent LEDARS in meetings with government agencies, donors, and other stakeholders.
∎ Ensure the proper utilization and maintenance of project equipment, including computers, cameras, and other assets.
