Proven experience and expertise in developing M&E instruments and methodology.

Application of wider range of quantitative, qualitative and participatory approaches and techniques and innovation.

Strong skills and knowledge for various assessments, data processing, analysis, synthesis and data interpretation.

Strong computer skills to independently operate SPSS, STATA, MS Access, Excel and Word (latest version) at a higher degree and ability to train others are essential Good understanding of ICT and its functionality preferred.

Good team player, strong listening skills and demonstrative learning attitude, hardworking and devotion who can adapt to challenging situation without negotiating with compliance and quality Ability to work independently with minimal supervision as well as to work as part of a team.

Responsibilities & Context:

MEAL System Design and Management

·        Lead the design, implementation, and continuous improvement of the project's Monitoring, Evaluation, Accountability and Learning framework in line with partner requirements, organizational standards, and Results-Based Management principles. This is a shared position of the consortium, thus would require support to the consortium members.

·        Develop and operationalize the project's Performance Measurement Framework, Logical Framework, monitoring plans, and reporting systems.

·        Ensure project indicators, targets, and milestones are clearly defined, measurable, and aligned with project objectives and donor expectations.

Monitoring, Data Management and Quality Assurance

·        Design and manage quantitative and qualitative monitoring tools, digital data collection systems, survey instruments, checklists, and reporting templates to facilitate timely and accurate project monitoring.

·        Monitor implementation progress against approved work plans, project milestones, and results frameworks, identifying implementation gaps, risks, and bottlenecks and recommending corrective actions.

·        Produce data visualizations, dashboards, and analytical reports to support programme management and evidence-based decision-making.

Reporting, Documentation and Knowledge Management

·        Lead the preparation and quality assurance of monthly, quarterly, annual, and donor reports, ensuring timely submission and compliance with donor reporting requirements.

·        Coordinate process documentation, progress documentation, lessons learned, best practices, and evidence generation throughout the project lifecycle.

·        Develop knowledge management products, including technical reports, case studies, success stories, human-interest stories, policy briefs, presentations, and communication materials.

·        Ensure systematic documentation and archiving project records, datasets, reports, photographs, and supporting documents in accordance with organizational information management standards.

Evaluation, Learning and Adaptive Management

·        Coordinate assessments, surveys, and external evaluations in collaboration with programme teams and external consultants.

·        Facilitate periodic project review meetings, reflection sessions, learning workshops, and After-Action Reviews to promote continuous learning and adaptive programme management.

·        Support the dissemination of evaluation findings, lessons learned, and good practices across the organization and among relevant stakeholders.

Accountability and Community Feedback

·        Establish, strengthen, and monitor Community Feedback and Complaint Response Mechanisms (CFRM) to ensure accountability to affected populations.

·        Monitor beneficiary feedback, complaints, and response actions, ensuring timely resolution and integration of community perspectives into programme implementation.

·        Promote transparency, participation, and inclusive approaches throughout project implementation while ensuring compliance with safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and data protection standards.

Coordination, Capacity Building and Technical Support

·        Work closely with programme, technical, operations, finance, procurement, and field teams to ensure effective implementation of the MEAL system across all project components.

·        Provide technical guidance and capacity building to project staff and implementing partners on MEAL tools, data quality, digital data collection, reporting standards, and Results-Based Management principles.

·        Coordinate with donors, government agencies, local authorities, implementing partners, consultants, and external evaluators on monitoring, reporting, and evaluation activities.

·        Support proposal development by contributing to results frameworks, indicator development, monitoring plans, baseline methodologies, and MEAL budgeting for new projects.

Compliance and Risk Management

·        Ensure compliance with donor requirements, organizational policies, humanitarian standards, and applicable MEAL guidelines throughout project implementation.

·        Identify programme risks related to monitoring, reporting, data quality, and implementation performance, and recommend mitigation measures.

·        Perform any other duties assigned by the Programme Manager that contribute to the successful implementation, monitoring, evaluation, accountability, and learning objectives of the project.

Reporting and Supervision

·        The Monitoring and Evaluation Manager will report directly to the Programme Manager for administrative and operational matters. In addition, the M&E Manager will maintain a technical reporting relationship with the MEAL Focal Point of the Consortium Lead Organization on all technical MEAL-related issues.

The Programme Manager will be responsible for conducting the M&E Manager’s annual performance appraisal. Prior to finalizing the appraisal, the Programme Manager will seek and consider feedback from the Consortium Lead Organization’s MEAL Focal Point, particularly regarding the M&E Manager’s technical performance, competencies, and contributions to programme quality and learning.
