Job Context:

∎ The main objective of the programme is to promote and enable the sustained use of hygienic household toilets, ensure access to safe drinking water and the practice of hand washing with soap for 1,388,300 men, women and children in poor rural communities. As a Payment by Results (PbR) financing mechanism, the consortium stakeholders only get paid for what has been delivered and externally verified. The programme is divided into an output phase aiming to reach beneficiaries by June 2019 and an outcome phase until December 2020 aiming to sustain the use of water and sanitation facilities and maintain positive hygiene behaviour.
∎ Plan International Bangladesh is looking for M&E Specialist. The purpose of the position is to provide overall monitoring and evaluation management of the project to be implemented by consortium organisations.
Job Responsibilities:
∎ Overall monitoring and evaluation management and reporting of the project in compliance with donor and Plan's requirements.
∎ The other major area of responsibility is around building the capacity of consortium members on donor and Plan's compliances.
∎ Will generate quarterly performance database and narrative reports along with necessary evidences towards triggering PbR payments, provide monthly and quarterly information to the program management in order to identify problems and recommend solutions;
∎ Also, discover trends and patterns of program implementation; keep program activities on schedule; and measures progress towards objectives and formulates revised action.
Additional Requirements:
∎ We are looking for a competent and committed professional holding Master's degree in a relevant discipline, such as, Social Science, Statistics, Development Studies, Population Sciences, Public Health, Anthropology, Sociology or a WASH related discipline (Geology, Water Engineering, Civil Engineering); With 3 to 5 years' experience in M&E related work experience in the development sector. Experience in M&E methods and approaches and PRA processes, analysis and interpretation of data; excellent computer skills especially statistical analysis using database and statistical software. Experience of report writing; different types of reporting including case studies based on the M&E data analysis in a professional manner with computer skills. Demonstrated ability to work in team and partnership, and lead collaborative effort to produce strong analytical reports for different audiences. Skills to draw out positive and negative learning from implementing partners and field staff; Understanding of different strategies of dissemination and ability to disseminate properly,
∎ Must be organized, detail-oriented, and have the ability to work as part of a team or independently and ability to perform effectively under pressure, meet deadlines consistently, getting up to speed rapidly, respond to requests at short notice, and multi-task.
