∎ Ability to produce accurate and well-documented records conforming to the required standard.
∎ Ability to handle a large volume of work possibly under time constraints.
∎ Knowledge of financial rules and regulations.
∎ Self-directed and able to lead a team.
∎ A mature outlook and strong commitment to work with NGO.
∎ Good verbal and written communication skill in English.
Responsibilities & Context:
∎ 1. Assure effective implementation of operational strategies of Mukti, focusing on achievement of the following results:
∎ Ensure Full compliance of procurement policies, rules, regulations, policies, and strategies of Mukti.
∎ Ensure preparation of procurement team results-oriented work plans, effective and efficient inputs to achieve the expected results of Procurement unit.
∎ Ensure mapping and elaboration of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.
∎ 2. Supports procurement processes for Mukti Head Office, all development projects and Micro Credit Programme focusing on achievement of the following results:
∎ Provision of inputs to preparation of procurement plans for the office and projects.
∎ Ensure the review and accuracy of submitted Procurement Requests from Head Office and Projects.
∎ Management to organization of procurement processes including preparation of Micro purchase, RFQs, Open Tender process for service and Goods, receipt of quotations, bids, or proposals.
∎ Ensure execution of Open Tender and FFQs Opening meetings, Technical Evaluation process, financial evaluation process Management of Negotiation meetings with Vendor/Suppliers as per recommendations of procurement committee (if any).
∎ Lead the procurement unit of Mukti Cox’s Bazar for completion of overall procurement process preparation of Purchase orders and contracts in and preparation of Recurring Purchase orders for contracting of services, vendor enlistment process, Management of maintenance of the filing system in the procurement Unit.
∎ Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
∎ Ensure effective communication with respective units, Project Managers/Finance & Admin Personnel as well as with respective Vendors to ensure effective and efficient implementation of Procurement process.
∎ Ensure the responsibilities and management for monitoring delivery times to ensure timely receipt of goods and services.
∎ Maintain positive relationships with suppliers, regularly renegotiating prices for cost savings.
∎ Ensure management and custodian of Office Rent Agreements in compliance with Mukti Cox’s Bazar policy for all projects/Head Office.
∎ Ensure management of Vendor/suppliers information as well as updates/revisions including ensuring all legal documentations in compliance with Govt. Revenue Policy of Govt. of Bangladesh and NGOAB.
∎ Manage order placement timing, supply-demand alignment, material replenishment, and supplier performance.
∎ Prepare and maintain the Purchase Requisition (PR) and Tender receive tracker accurately and efficiently.
∎ 3. Supports knowledge building and knowledge sharing in the Head Office and Project Office focusing on achievement of the following results:
∎ Conduct Training for Mukti Cox’s Bazar Head Office Respective Staffs and Project Staffs on Procurement Policies and Rules/regulation periodically.
∎ Effective and efficient contributions to knowledge networks and communities of practice by arranging knowledge and learning sharing activities periodically.
∎ Promote and endorse safeguarding policies, follow reporting procedures, and provide periodic reporting for management.
∎ Participate in all PSEA related training or orientation, if required. Strictly follow PSEA policy at all levels and arrange PSEA orientation for the Vendor.
∎ Ensure the OFAC /Anti-terrorism check before enlisting all vendors. Accomplish any miscellaneous assignments as instructed by superiors or upper management on an as-needed basis.
∎ Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding & Child protection for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
