Job Context:
∎ Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the following areas of intervention: health, nutrition, WASH and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh`s projects. The Foundation constantly aims to improve its services.

∎ Tdh has been working for children in Bangladesh since 1974. In order to meet the needs of our beneficiaries, our main strategic priorities are health, nutrition, WASH, DRR and child protection programming.Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has provided and continues to provide humanitarian assistance to Rohingya and host communities in Cox`s Bazar and Teknaf.

Job Responsibilities:
∎ The Logistic Base Manager is responsible for: 1. Ensuring logistics support in the field base, in line with Tdh's policies and principles. 2.Ensuring management of the Field Logistics team (recruitment, training and follow up, including appraisals).
∎ S/He works in complete line with the project strategy defined for the intervention. The purpose of the position is to supervise all logistics activities regarding the projects and the base of Tdh: Procurement Supply, Stock Management, Fleet Management, Management of the equipment, Management of premises, Security Management, HR management of the logistics staff of the base, Security,
∎ Main responsibilities:
∎ Procurement Supply:
∎ Handle orders and service contracts according to the established rules, Do and/or collect the PSR for all the departments, ensure procurement logistics procedures are followed including CBA, contract, archives, follow-up, Define the more relevant means of transportation for goods delivery and process the administrative formalities related to, Ensure the purchase follow up is updated and sent to the logistics coordinator on a monthly basis.
∎ Stock Management
∎ Ensure the flow of merchandise is organized, Update and share the monthly stock inventory, Supervise stock movement's follow up, Fleet management, Ensures the safety and the organization of all Tdh staff and materials transportation, Organize the allocation and provision of the vehicles/equipment, Identify the requirements and choose the suppliers of the vehicles , Provide training in the handling of operating procedures related to the vehicles, Ensure a proper follow up of movement and fuel is in place (logbook, monthly fuel follow up, etc), Ensure that the preventive and curative maintenance of vehicles is done, Send once a month the fleet follow up to the logistics coordinator, Handle transportation contract negotiation with suppliers and follow up.
∎ Management of the equipment
∎ Ensure the setting up of the equipment and the maintenance, Monitor the additional equipment required and advise on the purchase, Identification, registration in the equipment follow up and labelling of all the equipment, Ensure the monitoring tools, including the follow up and update of the equipment and accessories' list are set up
∎ Management of premises
∎ Handle rental contracts for all premises, Handle contracts linked to utilities of the premises (water, electricity, etc), Ensure adequate and required equipment/furniture are in place and functioning, ensure follow up and supply of office supplies, Ensure the maintenance and repairs of the premises,
∎ Security Management:
∎ Adhere strictly to Tdh and country and Base security rules, participate in the elaboration and updating of the country security plan and guidelines, hold security briefings when and if needed, ensure that safety equipment is present, up-to-date and in compliance in the different office, guest houses and project locations. Support the Field Coordinator in all security related matters and act as the National Security focal point support for the field base.
∎ Coordination and General support:
∎ Provide the logistical management for expatriate and national staff or other people passing through (welcome, lodgings, travel, etc.) in close collaboration with the other departments, Organize travels in the framework of the projects (planning, vehicles...), Provide team members with the information necessary for the successful implementation of the projects, Make suggestions and participate in the development of new tools in her/his field of activity, Create strategies to improve the support for the programs in the intervention zone.
∎ HR management:
∎ Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed, support disciplinary measures application if needed, Ensure regular trainings.
∎ Reporting:
∎ Provide to her/his line manager/s monthly reports and forecasts (Purchase follow up, Stock inventory, Equipment follow-up, Fleet follow-up, etc.)
∎ Strategy and Policy:
∎ Together with her/his line manager/s and the Project Managers, contribute to drawing up and implementing intervention strategies with relation to project teams.
∎ Other:
∎ Agree to comply with Tdh Code of Conduct and promote Child Safeguarding policy, Report serious cases of abuse on children that she/he would be aware of in Tdh's intervention locations. Strict confidentiality must be respected, adhere to and enforce current administrative and logistical regulations and procedures, Work in close collaboration with projects teams and the different departments, Provide logistics support to the field teams (operational support in the camps or in the different areas of Tdh interventions).

Additional Requirements:
∎ Professional diploma, university degree or equivalent in Logistics field or similar (supply, IT, transport & trade, ...)
∎ Minimum 3-year experience as a Logistics Base Manager or similar position
∎ Strong Knowledge in the following fields: Procurement and Supply Chain management, Fleet and Transport management, Warehouse/Stock management, Equipment management, Premises management, Reporting & capitalisation
∎ Budget Management
∎ Advanced IT knowledge (hardware and software)
∎ Excellent writing, reporting, communication and negotiation skills in both English and Bengali
∎ Previous experience for NGO/INGO will be considered as an plus
∎ Flexibility
∎ Responsive, motivated, good communicator
∎ Ability to work under pressure and in a volatile environment

Salary: Tk. 86000 (Monthly)
