Job Responsibilities:
∎ The Humanitarian, DRR and CC Programme Manager will closely work with the programme technical team to ensure disaster risk reduction and climate change are addressed at the design and development phase of Plan's development programme and projects; provide technical support to the implementation teams at divisional offices and at Cox's Bazar on DRR and CC.
∎ He/she will lead Plan's response initiatives in emergencies in a timely, efficient, effective and accountable manner covering initial deployment of ERT, needs assessment, proposal writing and design and development of response programme considering different phases of the emergencies.
∎ One of the major responsibilities of the position holder is to build organizational capacity on Gender in Emergencies and ensure that all emergency response initiatives of Plan are either gender aware or gender transformative.
∎ S/he works with the influencing team of Plan International Bangladesh to identify influencing agenda related to DRM/CC at local and national level and strategies the same towards making impact at scale.
Additional Requirements:
∎ Having sound knowledge about gender issues and able to conduct gender analysis in humanitarian programme for supporting gender aware/transformative project implementation and evidence gathering;
∎ Significant field experience in developing and managing DRR, CCA and humanitarian response programmes.
∎ Demonstrated experience of key practice and standards for humanitarian response e.g. CHS/ Red Cross/NGO Code of Conduct, SPHERE and its companion guides (Child Protection Minimum Standards and Minimum Standards for Education Preparedness, Response and Recovery and the CHS;
∎ Significant knowledge in promoting gender equality and protecting girls' rights in disaster, working at the nexus of development and humanitarian efforts.
∎ Needed to be conversant with the international humanitarian architecture, particularly related to coordination and funding; demonstrated prior experience of engaging with the humanitarian coordination system at the national level. It is also required to have general finance, administration, information management and telecommunication skills and proficiency in information technology/computer skills with proficiency in English, computer application and internet (MS Word, Excel, Power Point, Adobe, internet browsing), as well as telecommunication.
