∎ Purpose: The Hub Meal Officer will work under the Bangladesh Integrated Youth Activity (BIYA) project of BYLC which is the strategic partner of CARE Bangladesh including some other partner organization. The project focused on a comprehensive Initiative focused on empowering and engaging young people in Bangladesh. It aims to address various aspects of youth development, including education, skill building, employment, entrepreneurship, civic engagement, and social inclusion as stated in project documents.
∎ The Hub Meal Officer will be responsible for overseeing the implementation and coordination of the project and work collaborative approach with all engaged stakeholders. S/He will ensure its successful execution and timely completion of work under the guidance of BYLC and CARE Bangladesh. This position will be based in the any one Spokes (sub hub office) Gazipur/ Manikgonj under North Dhaka Hub of BIYA project, BYLC.
∎ Duration: 3 years with possibility of extension for further period as per project requirement.
Job Responsibilities:

∎ Essential Requirements: The Hub Meal Officer will lead the Dhaka North Hub of BIYA project team of BYLC for achieving having: Promote equitable access to economic opportunities, Strengthen youth leadership through targeted support of local youth-led and youth-serving organizations in order to promote youth participation as decision-makers and key contributors to individual, household, community, and national well-being and
∎ Strengthen youth systems, in partnership with youth, to provide more coordinated and effective services, practices, and policies that embody the principles of BYLC.
∎ Core responsibilities: Strategic: (5%)
∎ Implement the MEAL systems for USAID Bijoyee Activity, BYLC;
∎ BYLC's Strategies and project goals, policies, plans, and guidelines are properly maintained
∎ Support to enhance on to establish strategies for organizational and institutional development, growth, and sustainability
∎ Initiatives to enhance BYLC's image and leadership role nationally and globally
∎ Institutional and program regulatory approvals and adherence of country laws and regulations
∎ Promote and practice BYLC Values (Integrity, Respect Towards Others, Empathy, Excellence in everything We Do, Continuous Development and Practice Adapting Leadership) at all times
∎ Ensure Safeguard and protection of life and dignity of all associated personnel of BYLC as well as the assets and property.
∎ Operational: (80%)
∎ Support line manager by designing and developing MEAL systems, frameworks, and tools to monitor project
∎ activities and outcomes.
∎ Support to develop indicator measuring units for effective monitoring
∎ Ensure MEAL best practices, methodologies, and ethical considerations.
∎ Ensure data management, data entry, and record-keeping systems to ensure accurate and
∎ organized documentation.
∎ Excellent communication and interpersonal skills to work collaboratively with the MEAL
∎ Manager, program team, and other stakeholders.
∎ Capacity to conduct Data Quality Assessment, Data Validation and Data Quality Control.
∎ Strong time management skills to prioritize tasks, meet deadlines, and ensure timely
∎ completion of MEAL activities.
∎ Capacity to use monitoring data for organizational learning and program improvement.
∎ Understanding of MEAL best practices, methodologies, and ethical considerations.
∎ Capacity to identify gaps and challenges and assist in developing necessary solutions.
∎ Ensure priority of tasks, meet deadlines, and timely completion of MEAL activities.
∎ Ensure monitoring data for organizational learning and program improvement.

Additional Requirements:
∎ Experience: At least 5 year(s) similar of experiences.
∎ Experience of work in similar role in NGO or INGO and knowledgeable about implementing MEAL systems for USAID funded project.
∎ Strong knowledge and experience in designing and developing MEAL systems, frameworks, and tools to monitor project activities and outcomes.
∎ Ability to develop indicator measuring units for effective monitoring.
∎ Proficiency in data management, data entry, and record-keeping systems to ensure accurate and organized documentation.
∎ Excellent communication and interpersonal skills to work collaboratively with the MEAL Manager, program team, and other stakeholders.
∎ Strong time management skills to prioritize tasks, meet deadlines, and ensure timely completion of MEAL activities.
∎ Capacity to use monitoring data for organizational learning and program improvement.
∎ Understanding of MEAL best practices, methodologies, and ethical considerations for the youth community.
∎ Capacity to identify gaps and challenges and assist in developing necessary solutions.
∎ Required technical skills: Experience in using statistical analysis software such as SPSS and STATA
∎ Strong knowledge on baseline, midline, endline surveys and impact assessment.
∎ Knowledge on data visualization software such as Tableau and PowerBI
∎ Knowledge on data management and AI tools
∎ Strong knowledge on qualitative study.
∎ Effective coordination and collaboration with stakeholder, skill training institutions and private sector.
∎ Interpersonal, problem solving and communication skills.
∎ Excellent oral writing and speaking skills in both Bangla and English.
∎ Required soft skills: Ability to work effectively in cross-functional teams and build strong relationships with stakeholders.
∎ Strong problem-solving and analytical skills with the ability to identify & resolve project-related issues and problems.
∎ Commitment in delivering high-quality tasks for sustainable impact and promote innovation
∎ Ability to adapt to changing priorities and thrive in a fast-paced environment.
∎ Willingness to work in flexible hours is a critical requirement for this role.
