Responsibilities & Context:
∎ Drive the implementation of BYLC Strategy 2023-2027, especially in relation to HRMD and administration
∎ Develop and keep updated necessary staff management and administration related policies and ensure their effective implementation
∎ Ensure that all policies and strategic documents are periodically reviewed, updated and available in both English and Bangla and all staff reads and abides to these
∎ Develop a grading, pay and benefits system for the organization
∎ Develop and ensure proper functioning and automation of an HRMS system and all other related business processes, ensure integration into organizational ERP and effective collaboration with all departments
∎ Ensure all staff maintains confidentiality of all data and informationDevelop BYLC’s Regional and Field Office management guidelines with necessary SoPs and ensure proper implementation.
∎ Ensure a conducive work environment within BYLC at all times and drive the transition into a green office
∎ Ensure availability of necessary human resources for BYLC’s smooth functioning and reaching its vision, mission and goals as well as donor targets Develop and roll out necessary administrative policies, guidelines, systems, structures, equipment, tools with automation, compliance, efficiency, effectiveness, quality and value for money Develop and roll out a risk management mechanism, including emergency protocols, and related supervision and monitoring systems
∎ Ensure security, protection and safeguard of BYLC, its staff, participants and all other stakeholders within its premises and programs, as well as all tangible and intangible assets and properties
∎ Create and manage an automated performance-based vendor management mechanism
∎ Create and manage an automated inventory and asset management mechanism
∎ Ensure office is properly equipped at all times for being able to function properly
∎ Ensure proper management, including the safety, protection and security ofDevelop and maintain proper documentation and record keeping system of BYLC
∎ Proactively market and brand BYLC and its workMobilize funds and generate revenue for BYLC Develop, manage and implement with efficiency and effectiveness departmental annual plans, budgets, result based M&E framework
∎ Maintain and strengthen BYLC’s reputation, goodwill and credibility internally and externally
∎ Maintain and strengthen networks and partnerships Drive teamwork, manage staff, ensure social inclusion and cohesion within team and all projects
∎ Ensure the efficient and effective budget management of BYLC, contribute to reduce costs and generate revenue.
∎ Develop talent management mechanism and ensure the growth and development of human resources within the organization
∎ Any task assigned by the line manager.

∎ Lead and manage the Human Resource Management & Development and Administration Department of BYLC effectively, efficiently, maintaining the highest quality, compliance, standards value for money, in line with BYLC’s values, vision, mission and goal.
