Educational Requirements:

Job Context:
∎ Reporting to: Manager (Disaster Management)
∎ Job Nature: Temporary
∎ Job location: The position is based in Dhaka but field visit at Regional, Project and Field Offices is required.

Job Responsibilities:
∎ Program Support:
∎ Provide guidance and support in assessments as part of program development, ensuring that this is coordinated with other sectors and actors.
∎ Support in program / project shelter and settlements design. To include relevant technical, operations, HR, and budget inputs for current and new proposals.
∎ Advise on monitoring the progress and performance of Caritas shelter and settlements programs and provide real-time support and advice to maintain program quality.
∎ Rresponsible for communications and representation with UNHCR, IOM, the Shelter Sector / Cluster, donors, and other key partners and actors, to maintain good relations and the reputation of Caritas.
∎ Capacity Building:
∎ Provide leadership and support to program staff to help maintain and develop Caritas Shelter and Settlement capacity. This to include progress monitoring and reporting.
∎ Aassist in the design and facilitation of any capacity building initiatives such as curriculum, training, simulation and other learning experiences.
∎ Rresponsible for the collection, collating, and access of existing Caritas and other relevant shelter and settlements resources and create suitable repositories for this information.
∎ Lead in the design of learning initiatives, such as research, studies, and pilot projects. To include liaison with all relevant stakeholders and ensuring the quality of the results and outputs.
∎ Homes and Communities (H&C):
∎ Develop and implement a professional development plan for this position for Shelter and Settlement (H&C).
∎ Rresponsible for the development of personal development plans for regional focal points for the H&C program.
∎ Provide support and input for any review and adaptations of Caritas shelter capacity strategy to incorporate Homes and Communities.
∎ Provide leadership and technical support for the design and MEAL components of research and studies related to the H&C program.
∎ Direct the dissemination of learnings from research and learning activities to a variety of audiences in Bangladesh, regionally and globally, including events organized and hosted by Caritas Bangladesh (eg Asia Shelter Forum).
∎ As required, to represent Caritas at events in Bangladesh, regionally and globally, including Shelter Forum, CI Working Group, START, Sector, Cluster and other platforms and forum.
∎ Develop key relationships and partnerships with key actors within and outside of Bangladesh, including govt, NGO, Universities and other institutions.
∎ Facilitate the formation and maintenance of a H&C study group (connector) and to encourage the participation of key actors, including the organization of events.
∎ Develop relations with BUET and MWATS to provide information and learning on H&C approaches with the aim to incorporate into their curricular.
∎ Develop a H&C learning agenda for the H&C initiative and the local agenda for Bangladesh, including planning and designing research and studies.
∎ Develop appropriate M&E mechanisms to track the progress of the project and to report on the impact and outcomes
∎ Information and Co-ordination:
∎ Prepare reports as required by Caritas and CRS, relevant Government coordination bodies, external donors, and other interested parties. Provide project documents, operation plans, program schedules and budgets as required.
∎ Represent Caritas in discussions or meetings with government, non-government and UN agencies in collaboration with the H&C manager.

Additional Requirements:
∎ Minimum five years humanitarian experience within the Shelter sector with program management experience and working with coordination platforms (eg Clusters).
∎ Experience in community development, community mobilization, or similar community and owner driven initiatives, including integration of other sectors.
∎ Familiarity with current standards and guidelines for humanitarian emergency response, including the Core Humanitarian Standards and Sphere Handbook.
∎ Should have experience in and ability to build capacity in implementing teams, local partners and community bodies, with a focus on community participation.
∎ Should have ability to work in partnership with local communities, government and NGOs as appropriate.
∎ Should have experience in local construction technologies, materials and approaches.
∎ Should have ability to read, analyze and interpret administrative reports, technical procedures, or government regulations and policies.
∎ Should have capacity to write reports, and procedure manuals and effectively present information.
∎ Should have Knowledge on ICT particularly on Microsoft Word, Excel, MS Access, PowerPoint and Outlook. (both Bangla & English), etc., is essential.
∎ Should be fluent in communication both in writing and speaking in English language.
∎ Should be self-driven and positive to work in a team.
∎ Should have “can do’ attitude and able to handle multiple tasks managing priorities.
∎ Committed to work following organizational aims, values, principal and policies.
∎ Excellent interpersonal, organizational and communication skills.
∎ Age: 25 - 45 years (as on 31/07/2020)

Salary:
∎ TK. 1,75,000/- consolidated per month. (Negotiable)
