In partnership with the local organization Young Power in Social Action (YPSA), CPI works to expand access to quality health services and strengthen local capacity, coordination, and resource mobilization to ensure sustainable, community-led impact.

JOB SUMMARY

The Health System Strengthening (HSS) Coordinator is a pivotal position, responsible for enhancing and managing YPSA-CPI’s health system strengthening initiatives. This role requires a proactive, adaptable individual skilled in coordinating comprehensive health services, establishing robust community relations, and ensuring the delivery of high-quality healthcare. The HSS Coordinator will oversee and support all program functions ensuring effective program implementation, integration, and sustainability, while promoting resilience and localization within the health system. The health system serves as a platform for active learning and research studies and the HSS Manager is expected to contribute actively to the design and assessment of health system interventions and clinical care models.

PRIMARY ROLES AND RESPONSIBILITIES

System Enhancement and Strategic Management

  • Develop and implement strategies to strengthen the local health system, focusing on improving healthcare delivery, enhancing patient care, and building sustainable health infrastructures that align with national priorities, such as those articulated in Bangladesh's Eighth Five Year Plan.

  • Provide overall oversight and coordination among the HSS programs, ensuring strategic alignment with CPI’s objectives and adherence to humanitarian standards, including supporting efforts to achieve Universal Health Coverage.

  • Lead the application of quality improvement methodologies, such as Continuous Quality Improvement, to enhance service delivery and ensure that facilities follow national and international protocols.

  • Oversee program functions, ensuring effective program implementation and strategic integration across all components of the health system.

Coordination, Governance, and Stakeholder Engagement

  • Strengthen partnerships with local organizations, government entities, and other relevant stakeholders, including authorities like the Cox's Bazar District Sadar Hospital, to support health system initiatives.

  • Act as YPSA-CPI’s representative in stakeholder meetings, ensuring the organization's values and objectives are effectively communicated during coordination mechanisms.

  • Facilitate multi-stakeholder dialogues to mediate situations where government policies conflict with NGO-led HSS initiatives, striving to secure system buy-in and navigating bureaucratic challenges.

  • Promote efficient communication and collaboration across various departments and external partners to enhance program effectiveness and alignment.

Localization and Community Practice

  • Establish and maintain robust community relations, demonstrating a strong knowledge of local ethnic issues and experience in engaging local organizations, especially in low-resource settings.

  • Support interventions that integrate community actors, such as traditional birth attendants, into the health system referral pathways, providing training, and ensuring their role supports core objectives like increasing facility-based births.

  • Regularly visit field locations to oversee program implementation, engage with community members, and gather essential feedback for program adjustments.

Monitoring, Evaluation, and Information Management

  • Oversee the monitoring and evaluation of HSS programs, ensuring they meet established targets and objectives. Collaborate in program assessments and provide data-driven insights for continuous improvement and learning.

  • Develop and maintain systems for efficient data collection, analysis, and dissemination among team members and stakeholders.

  • Ensure accurate and timely reporting of program activities, progress, and outcomes, maintaining comprehensive records and documentation for all HSS activities.

  • Strengthen information systems, including IT capacity, and ensure the use of appropriate tools like DHIS2 or other digital health information systems, to facilitate digitalization and evidence-based decision-making.

  • Implement measures to handle data discrepancies that may arise between field reports and national health databases, ensuring data quality and accuracy.

Program and Financial Management

  • Manage administrative tasks related to HSS programs, including budgeting, financial tracking, and staff coordination.

  • Optimize the use of financial and logistical resources to achieve program goals, ensuring cost-effectiveness and sustainability, particularly in a constrained funding environment.

  • Develop and implement innovative strategies, such as task shifting or leveraging telemedicine, to maximize resource utilization and maintain essential services even if funding is significantly reduced.

  • Address supply chain challenges, focusing on procurement efficiency, inventory management, and logistics monitoring to ensure the timely availability of essential medicines and supplies.
