Job Responsibilities:
∎ Guide and supervise Program/ Project Coordinators and project staff and to provide day-to-day administrative and program implementation support;
∎ Take the lead and to encourage others, to develop ideas, policies and strategies which will advance the Vision and Mission of the organization and ensure its future survival, competitiveness and effectiveness;
∎ Undertake regular field visits to supervise field activities implemented by different sectoral and concerned program staff and to ensure quality of RDRS field implementation;
∎ Ensure efficiency, effectiveness and transparency of field activities;
∎ Seek to improve RDRS operational procedure, monitoring and management information system so that they are simple, effective, maximal and supportive for efficient field operation and programme implementation;
∎ Plan, coordinate, implement and monitor all CORE programme activities in conformity with overall RDRS strategic plan;
∎ Strengthen inter-sectors and programme unit collaboration and coordination;
∎ Regularly monitor and review RDRS programme and project implementation in the field, working closely with other Directors and Programme and Sector coordinators;
∎ Review and monitor periodically the implementation quality of and the extent to which the strategic, annual and project plans and budget have been implemented and share with other Directors and Programme and Sector Coordinators accordingly;
∎ Ensure preparation of quarterly/half-yearly/annual progress reports as required by RDRS and donor-partners;
∎ Promote RDRS image and reputation through effective representation. Maintain adequate liaison and good working relations with local government donors, civil society, NGOs and media as required in the interest of RDRS and its programme participants.
∎ Continue to explore new areas and opportunities for resource mobilization not only traditional donor grants but other approaches including commercial operations, business joint ventures, strategic coalitions with other NGOs/organizations which may generate income or improve impact (at same or reduced cost);
∎ Develop and update a data base of potential donors and maintain regular liaison and relationship with them, including organization partners meeting in every two years;
∎ Develop new projects, new partnerships, and new interventions which are appropriate to furthering the RDRS Strategy, Vision and Mission or which respond to available opportunities. This includes developing and following-up project concept papers, proposals etc in consultation with relevant staff;
∎ Conduct visitors from Donor/Partner agencies in the field and provide adequate briefing and information on the RDRS program and project activities;
∎ Work as a team with other RDRS staff including those who have responsibilities in the areas of donor liaison and fund-raising;
∎ Provide guidance to the Federation Development activities for community empowerment;
∎ Promote and support rights-based development interventions;
∎ Provide guidance and supports to Women rights, child rights, prevention of trafficking in women and children, and empowerment of ethnic and tribal communities;
∎ Ensure staff are kept well informed about policies and changes of the organization;
∎ Ensure necessary conceptual and technical supports to field staff;
∎ Develop staff motivation, commitment & integrity and ensure high morale of staff through various formal/non-formal ways;
∎ Ensure that the staff in implementation of program follows organizational policies and procedures;
∎ Ensure effective utilization and control of financial and other resources in conformity with RDRS rules and policies in consultation with respective Directors/Heads;
∎ Take corrective/punitive action as per RDRS rules against non-performing staff or staff committing offences as per RDRS Personnel manual.

Additional Requirements:
∎ At least 10 years relevant experience in a similar position, in any national/ international NGO in senior management position;
∎ Have capacity of Resource mobilization;
∎ Ability to explore and identify new funding opportunities/ donors; write, submit and pursue project proposals with budget;
∎ Ability of donor liaison, budget control and report writing;
∎ Ability to build good working relations with existing and potential development partners/ donors;

With this aim, RDRS enables those who participate in its program to gain the necessary skills, understanding, confidence, institutions and services; and ensure that the rural communities have the necessary economic, social and environmental resources. RDRS employees approximate 3,700 staff and works with a further approximately 1,000 volunteers and daily paid workers. The vast majority of staff are in field positions, with specialist sectoral and support units in Rangpur and Dhaka.
