Educational Requirements:

Job Responsibilities:
∎ Strengthen BRAC's response to the FDMNs through operational and administrative support to humanitarian programme staff and partners in the field.
∎ Liaise with management to make decisions for operational activities and set strategic goals.
∎ Plan and monitor the day-to-day activities to ensure smooth progress.
∎ Supervise staff from different departments and provide constructive feedback and evaluate regularly the efficiency of business procedures according to organisational objectives and ensure improvements.
∎ Review financial information and adjust operational budgets to promote profitability and revise and/ or formulate policies and promote their implementation.
∎ Monitor recruitment and deployment of operational staff and plan for capacity development, ensure staff handovers are conducted and plan for transition/ integration.
∎ Plan and facilitate detailed operational plan and delegate responsibilities to carry out plan and ensure accountability mechanisms are in place for community and stakeholder feedback.
∎ Evaluate overall performance by gathering, analysing and interpreting data and metrics and ensure that the programme runs with legality and conformity to established regulations.
∎ Promote and implement sound governance principles and the implementation of best practices, capacity building and training for members of the HCMP operation team.
∎ Establish operation team protocols where sector leads identify and report where external actors are delaying/ preventing implementation.
∎ Ensure risks limiting achievement of objective to quality criteria are reported and rapidly addressed.
∎ Prepare capacity building plans and performance management systems to develop the requisite competencies in staff to ensure ongoing sustainability and quality.
∎ Establish and maintain constructive working relationships with other NGO’s, UN agencies, host communities, bilateral and multilateral donors, and other stakeholders including the military if necessary.
∎ Supervise and provide an effective guidance to all activities of site management and DRR sector for the betterment of programme objectives.
∎ Lead, manage and motivate the relevant staff members, ensuring they have clear work plans and objectives and receive quarterly supervision and review.
∎ Ensure all operational staff receive the relevant training and support required to enable them to undertake their responsibilities effectively in line with both external and internal project management systems.
∎ Ensure individuals and operation teams understand and agree to work to the overall goals, specific objectives and quality standards.
∎ Initiate programmes in host communities in line with the Comprehensive Refugee Response Framework (CRRF), identified needs and government priorities.
∎ Ensure that different sectorial activities are implemented in a coordinated and integrated manner.
∎ Ensure all emergency personnel understand and carry out their duties in accordance with humanitarian principles, core values, the Code of Conduct and SPHERE.
∎ Ensure with the Administration and Logistics activities are in time and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and also encourage others to do so.
Additional Requirements:
∎ Minimum 12 years of experiences in the field of programme operations and programme management.
∎ Excellent organisational and leadership skills.
∎ Able to work in collaboration with partners/ stakeholders e.g. UN, INGO/ NGO, Government, etc.
∎ Understanding of conduct need assessment and risk assessment to inform programme planning and delivery.
∎ Knowledge of managing humanitarian programmes, and an understanding of relevant issues, especially conflict management.
∎ Have effective programme and people management skills with strong competencies in teamwork and partnership.
∎ High level of managerial experience including managing multi-million dollar budgets.
∎ Expertise in complex decision making, leading a multi-disciplinary and multi-national team under difficult circumstances.
∎ Experience in building relationship, fostering inter-agency coordination and experience of representing an organisation to external parties and advocacy.
∎ Experience of M&E and beneficiary accountability systems in large multifaceted programmes.
