Job Context:
∎ The food security-focused M&E officer will lead on data management and routine monitoring of food security activities, including market monitoring, base/end-line assessment for food voucher distribution. The M&E officer will be responsible for monitoring the quality assurance of project activities, as well as establishing and analyzing data from beneficiary feedback mechanisms. This includes facilitating focus group discussions and conducting key informant interviews with household members and community leaders.

Job Responsibilities:
∎ M&E System
∎ Assist in the creation of data collection tools and processes in alignment with project needs (indicators, market monitoring, process and outcome measurement)
∎ Assist in the development of M&E work plan, coinciding with the activity work plan, and keep it updated in accordance with project activities and timeframes as relevant.
∎ Provide ongoing review on the quality of existing data in the project subject areas, the methods of collecting it and the timeliness of reporting to relevant parties.
∎ Develop process for collecting baseline data for each project component and for all project indicators.
∎ Set up and manage the complaint and feedback mechanisms.
∎ Implementation of M&E and Coordination
∎ Coordinate on data collection with non-M&E staff to ensure data is collected on a regular basis to measure progress against project indicators and RI quality assurance priorities. Includes both quantitative and qualitative data collection (e.g. surveys, focus group discussions, and key informant interviews)
∎ Support project monitoring through field monitoring visits, analysis of collected data (including market, process and outcome monitoring)), and post-distribution monitoring (for food security activities).
∎ Support project progress reporting and end-line assessment.
∎ Identify lessons learned and develop case studies to capture qualitative outputs of the project.
∎ Support the implementation and monitoring of project beneficiary feedback mechanisms
Additional Requirements:
∎ Both males and females are allowed to apply
∎ At least two (2) years of professional experience in an M&E position responsible for implementing M&E activities of international development or humanitarian projects.
∎ Minimum 6 months of aid-related NGO experience in Bangladesh
∎ Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
∎ Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies a plus
∎ Experience in planning and managing surveys.
∎ Experience in developing and refining data collection tools.
∎ Experience with data quality assessments and oversight.
∎ Languages: Excellent written and spoken command of English.
∎ Good knowledge of program implementation, monitoring, evaluation, and learning techniques and practices.
∎ Familiarity with sector specific data collection requirements (familiarity with food security, nutrition, livelihoods, protection and cash or voucher programming, a plus)
∎ Good knowledge and experience regarding gender mainstreaming.
∎ Good moderation, facilitation and training skills.Excellent analytical skills.
∎ Ability to work in a team and good interpersonal skills.
∎ Good computer applications skills.

Salary:
∎ As per RI National Pay Scale Policy in Bangladesh.

∎ Two festival bonuses in a year equivalent to one basic salary.
∎ Severance (8.33% of the monthly basic salary) goes with the monthly release of the salary.
