Responsibilities & Context:
∎ Community Development Centre (CODEC) is going to implement the Bangladesh Flood Response 2024 Project, funded by Oxfam Bangladesh; which will assist affected populations in 3 unions Underchar Union, Kaladaraf Union and Aojbalia Union of Noakhali Sadar Upazila under Noakhali districts.
∎ The goal of the project is “Inclusive multi sectoral humanitarian assistance to the most vulnerable flood-affected people to reduce suffering and save lives” through 3 expected outcomes-
∎ Enhanced food security and restored livelihoods for households affected by the Eastern floods in Bangladesh.
∎ Increased access to sustainable improved WASH services for households affected by the floods.Flood-affected individuals have increased access to protection services; and gender inequities that contribute to GBV are addressed; and local humanitarian leadership is strengthened.
∎ The project targets a total of 1,500 HHs (6,450 people) whom will receive winter vegetable seeds, Multi-Purpose Cash Grants (MPG), food ration distribution, and Cash for Work (CFW).
∎ Duration- 11 months.Preparation of payment vouchers with ensuring deduction of Taxes & VAT;·
∎ Keeping invoices, staff advances other documents and records properly & safely;
∎ Update all financial books and records as per financial procedures following CODEC financial procedures as well as ICCO Cooperation.Ensure a mechanism of all expenses including district offices to keeping controlling within total approved budget.
∎ Maintain all the personal Files of the Project Personnel properly.·
∎ Maintain leaves records including annual or sick leave along with other travel approval documents properly.Maintain and update all bill and vouchers of every expenses of the program·
∎ Ensure maintenance of purchase procedures.Ensure the accounts keeping, stock registers and establish a financial controlling mechanism with all districts offices.
∎ Maintain and update all stock registers including fixed asset properly for all offices.Ensure a physical inventory records in each district office and ensure to update it on quarterly basis.
∎ Carry out any assigned task need to be accomplishing within the due time as instruction given by Project Coordinator.Prepare monthly, quarterly and annual project Financial Reports.
∎ Keep invoice and all other related documents, so that internal & external Audit could be performed without any objections.Coordination with donor agency as and when required.·
∎ Initiate Enlistment of vendor & supplier· Provide logistics support to the program in arranging workshop/Seminar.·
∎ Maintain Asset list of motorcycles, computer and equipment.·
∎ Ensure transport as per the need of program and others.·
∎ Ensure the motorcycle using and IT policies are compiled by all the users.· Maintain and update leave register.·
∎ Perform procurement process as per Organization’s policies.
∎ Ensure submission of monthly timesheets by all staff within the deadlines and submit those to the Manager Finance and Admin for Filed Personnel on time.· Maintain and update stock register.·
∎ Renting of office at Upazila and District level and prepare lease agreements.· Ensure timely renewal of the lease agreements well ahead of due date.· Orient the staff on HR, Admin, IT Policies, motorcycle management and code of conduct.·
∎ Provide hands on support to the project staff on HR & Admin issues.·
∎ Any other task assigned by the management.
