Job Context:
∎ Background/purpose of the role:
∎ Drowning is a leading cause of death worldwide. It`s a serious, neglected public health threat, claiming the lives of 320,000 people every year.
∎ More than 90% of drowning occurs in low- and middle-income countries, where people have higher exposure to the risks associated with open water as they go about their daily lives: collecting water, bathing, fishing and playing.
∎ In Bangladesh, drowning is the leading cause of death for children aged 1-17, with 18,000 young lives lost needlessly every year. Disasters and water-related risks affect all areas of Bangladesh, with the Barishal Division bearing the highest burden. Despite the death toll, action to reduce and prevent drowning in Barisal has been absent.
∎ In Bangladesh, drowning deaths mostly occur in rural areas, away from hospitals and out of the sight of policy makers. Evidence shows that a range of interventions are effective at preventing drowning, including the strategic use of barriers to control access to water, provision of safe places such as day care centres for pre-school children, and teaching school-age children basic swimming skills.
∎ Project Bhasa (which means `float` in Bengali) is a groundbreaking initiative to reduce drowning in the Barisal Division of Bangladesh. The project is developing a multi-sector and evidence-led strategy to target the most vulnerable people
∎ The outcome that this project is seeking to achieve is for other organisations to be in a position whereby they can deliver effective drowning prevention interventions for boys and girls under 12 in the Barishal division.
∎ The role: CIPRB is seeking an experienced field team manager to oversee the delivery of the second phase of this project (April 2021 to December 2023) at field level. The Field Team Manager will be responsible for directly managing a team of area coordinators of drowning prevention interventions, as well as working closely with staff at head office to ensure that sufficient support is provided in areas such as delivery of interventions, networking, monitoring, evaluation and learning, finance and safeguarding. Field Team Manager will be reportable to the Intervention Manager. S/he will be responsible for Area Coordinators.
∎ Job Location: Barishal / Patuakhali with frequent field visit in the intervention areas

Job Responsibilities:
∎ Implement of Project Bhasa activities at the field level in collaboration with Intervention Manager
∎ Prepare and actively use project work plans to track progress against milestones
∎ Maintain regular communication with Intervention Manager, ECD Specialist, Survival Swimming Specialist, communication Officer and MEL Manager for smooth running of the project activities
∎ Provide support to Policy and Partnership Coordinator to establish partnership and networking with different stakeholders at Upazila, District and Divisional level
∎ Ensure that project and activity level risks, issues and challenges are escalated through appropriate reporting channels
∎ Supervise Area Coordinators, other field level staff and manage day-to-day issues at the intervention areas
∎ Provide functional and line management for the Field Team members
∎ Participate and facilitate field team meetings and trainings
∎ Assist Intervention Manager to prepare project reports
∎ Participate and facilitate field team meetings and trainings
∎ Provide technical support to other implementing organisations
∎ Work with the Policy and Partnerships Team to support stakeholder engagement with both government and non-government organisations at field level
∎ Work closely with the Communications Team to develop internal and externally facing materials, such as fact sheets, newsletters, social media posts, annual reports etc.
∎ Work with technical intervention specialists (ECD and SwimSafe) to ensure continuous improvement and effective implementation of the interventions
∎ Ensure timely supply of logistics and communication materials at the intervention areas
∎ Work with the Finance & Admin Team to produce regular budget reports and re-forecasts as required by CIPRB and other project partners/donors
∎ Maintain liaison with government organisations, development partners and other NGOs at the upazila, district and divisional level
∎ Organize visits from external stakeholders (e.g. donors, project partners, external training providers, consultants etc.)
∎ Support and implement any other activities as assigned by the Intervention Manager, and other higher management in consultation with the Project Director.

Additional Requirements:
∎ Significant experience in project management and implementation within the development and/or health sector, preferably within rural settings in Bangladesh
∎ Proven leadership experience
∎ Previous track record of implementing community-based interventions
∎ Experience in managing team at field level
∎ Track record of supervisory and people management
∎ Proficient in computer skills, including use of email, internet, Microsoft Office programs: Outlook, Word, Excel, and PowerPoint
∎ Knowledge on safeguarding of children and vulnerable adults
∎ Excellent interpersonal communication skill
∎ In-depth knowledge and understanding of the development sector and local government structures in Bangladesh
∎ Excellent organizational, problem-solving skills and willingness to learn
∎ Proficient in computer skills, including use of email, Internet, Microsoft Office programs: Outlook, Word, Excel, and PowerPoint
∎ Experience of working at grassroots level would be an added advantage
∎ Knowledge on safeguarding of children and vulnerable adults

Salary:
∎ Ranges between Taka 44,064 and 55,508, based on educational qualifications and experiences.
