Responsibilities & Context:
1. Field Operations Management
Oversee the effective implementation of all field activities in Teknaf and Moheshkhali in accordance with the approved project work plan, objectives, budget, donor requirements, and organizational policies.
Conduct regular field visits to monitor implementation, assess field-level challenges, and provide necessary guidance and support to field teams.
Coordinate and facilitate approved community awareness activities on counter-trafficking, including courtyard sessions, comic strip presentations, radio play sessions, video animation shows, street drama, school debates, and other awareness initiatives.
Ensure that field activities are implemented on time and in accordance with required quality standards and project targets.
Work closely with the Project Manager to review field progress and adapt implementation strategies based on monitoring findings, emerging needs, trafficking trends, and community feedback.
2. Stakeholder and Government Coordination
Maintain effective coordination with RRRC, DC Office, CiC, UNO administration, local government authorities, law enforcement agencies, Union Counter Trafficking Committees (CTCs), camp management, and other relevant stakeholders.
Coordinate with RRRC and CiC offices regarding implementation of project activities in the Rohingya camps and ensure compliance with relevant camp-level administrative requirements.
Maintain regular communication with the DC Office and UNO administration regarding field activities, permissions, administrative requirements, and other matters related to project implementation.
Facilitate coordination meetings, consultations, and sensitization sessions with relevant government and non-government stakeholders, including non-protection actors and Union CTCs.
Participate in relevant district, Upazila, camp-level, and inter-agency coordination meetings and discussions on counter-trafficking, migrant smuggling, emerging risks, and prevention initiatives.
Represent the project in relevant coordination meetings, workshops, consultations, and forums as assigned by the Project Manager or authorized management.
3. Monitoring, Reporting and Documentation
Monitor field implementation and collect, review, and verify data against approved project indicators and targets.
Ensure timely and accurate submission of field reports, activity reports, monthly progress updates, beneficiary information, monitoring findings, and other required project documentation to the Project Manager and relevant authorities.
Maintain systematic records of field activities, stakeholder meetings, government coordination, approvals, monitoring visits, and other project-related documentation.
Support internal and external monitoring, assessments, audits, donor visits, and government monitoring missions.
Coordinate the collection, consolidation, and verification of information required for periodic, interim, and Project Completion Reports (PCR) and ensure timely submission through the Project Manager and in accordance with donor requirements.
4. Need Assessment and Project Implementation Support
Coordinate the identification and documentation of field-level needs and facilitate the Need Assessment and approval process for project activities and interventions.
Ensure that proposed interventions are supported by appropriate needs assessments, justification, approvals, and required documentation before implementation.
Support the Project Manager in preparing and updating field implementation plans, activity schedules, and operational strategies.
Coordinate with Programme, Finance, Administration, Procurement, and Logistics teams to ensure the timely availability of resources required for field implementation.
Monitor field-level operational and logistical requirements and communicate identified gaps to the Project Manager for timely action.
Support the Project Manager in reviewing project progress and addressing operational challenges to ensure effective and timely achievement of project objectives.
5. General Responsibility
Ensure compliance with BNWLA/IOM policies, procedures, project agreements, safeguarding requirements, applicable government regulations, and organizational standards in all field operations.
Perform any other duties and responsibilities assigned by the Project Manager and/or authorized management in support of effective project implementation.
