Job Context:
∎ CWFD emerged from an emotional response to help women in need of reproductive health care counseling. The organization, originally named as "Concerned Women for Family Planning (CWFP), started its voluntary activities in 1974 to help the refuge coming to Dhaka city after the devastating famine of 1974. The organization was registered in 1975 with Directorate of Social welfare and formally launched its project activities in 1976 with only 5 female staff to cover an area of Dhaka city slum comprising around 50,000 people. ∎ Vision Statement: Empower women, youths and adolescents to achieve gender equality and social justice within family and society.
∎ Mission Statement: CWFD is a non-political, non-profit voluntary organization run by women of Bangladesh to support, promote and protect the interest of women in Bangladesh by providing community-based health care, empower community to exercise their rights to eliminate social injustice, creating economic opportunities, empower under privileged youth of urban and rural population and develop human resources for a positive social change.
∎ Expected Programme Output(s): Adolescents and youth will have increased access to gender-transformative, SRHR life skills and lifesaving awareness-raising with specific focus on prevention of child marriage.
∎ Programme background: Concerned Women for Family Development will receive funds from United Nations Population Fund (UNFPA) to implement Adolescents and Youth Programme. This programme aims to provide adolescents with access to information and services that strengthen their ability to make informed decisions about their sexual and reproductive health and protect their wellbeing. Gender specific, GBV focused, structured, short-term life skills education programme (Girl Shine) will be delivered to adolescents and young women ages (10-19 years). Mental health, healthy coping strategies and psychosocial support will be prioritized through these activities. Specific focus will be given to adolescent girls who are at risk of and are affected by child and forced marriages. Adolescent girls and young women will be provided with tailored menstrual hygiene kits and education on menstrual health management. The latter will focus on overcoming taboos in regards to menstrual health and challenge social and gender barriers such as imposing movement restrictions for menstruating girls. UNFPA will also ensure that life skills sessions are delivered to adolescent boys through the Champions of Change (CoC) curriculum.
∎ CWFD also implements a national humanitarian programme with funding support from UNFPA. As part of this, CWFD is working with UNFPA to implement the national humanitarian response, the A&Y unit received funds which will be implemented in the Noakhali District titled: "Urgent Support to Women and Girls in Noakhali District and Bhasan Char (Island): Sexual and Reproductive Health and Gender Based Violence prevention and response service"
∎ Along with strengthening community awareness, UNFPA will work on increasing the motivation of parents and older adolescent girls in preventing child marriage. Incentives will be provided to the households of older adolescent girls as a means of continued motivation for preventing this harmful practice against girls. Furthermore, Kishori (adolescent girls) Resource Centre will be established in Noakhali district to organize adolescent girl`s empowerment trainings, support local government to prevent child marriage, and conduct behavior change communication activities. Girls who are already married will be supported through SRHR services to help them avoid early and repeated pregnancy.

∎ Duty station: Noakhali
∎ Job Duration: Up to December, 2023 (Have possibilities for extension)
∎ The Field Manager will directly report to the Programme Manager-Humanitarian.

Job Responsibilities:
∎ Overall responsible to implement the project activities in the Noakhali field office
∎ Ensure preparation of quarterly and monthly program Implementation Plan based on the Annual Work Plan
∎ Organize different project events such as trainings, meetings and workshops as per project activity plan and need
∎ Provide guidance to the Technical Officers for giving support to the school/ madrasa teachers and gender promoters for taking GEMS sessions and maintaining documents
∎ Provide support to school teachers, Technical Officers and gender promoter in their capacity building
∎ Ensure necessary logistics from CWFD Head Office and technical support from the UNFPA
∎ Closely monitor the Accounts and Admin Assistant's activities to maintain cash/bank book, general ledger, subsidiary ledger, bank transaction, advance register, vendor register, and accounts related all files and documents
∎ Prepare budget, Annual Report, and Fund requirement for the project
∎ Approve bills and vouchers of the project expenditures submitted by the staff members following the policies and procedures of CWFD and guidelines of UNFPA
∎ Control over expenses through Budget Expenditure Summary (BES)
∎ Ensure that the staffs are getting necessary logistics support on time for smooth implementation of the project activities
∎ Provide support to the AAA to prepare financial report on monthly, quarterly and annual basis and submit on time
∎ Ensure maintenance of administrative rules and regulations of CWFD
∎ Ensure that an enabling environment is prevailing at the work place and staffs are working well, enjoying equal opportunities irrespective of their gender
∎ Establish and maintain liaison/coordination with local administration at the district, Upazila and Union level. Maintain regular communication with District and Upazila Education Officer, Women and Children Affairs Officer, UNFPA, Health, Family Planning officers and service providers and local administration for smooth operation of the program activities
∎ Make an archive of project documents and photographs of different events in a systematic way
∎ Prepare quarterly project achievement reports narrative and formative highlighting project's learnings and challenges
∎ Prepare project's success stories and case studies

Additional Requirements:
∎ At least 5-years' experience; preferably in Menstrual Health Hygiene, Gender, Sexual Reproductive Health and Rights, Child Marriage Project related experience
∎ Should have experience in community mobilization, communication, liaison and collaboration with the Health Service Providers of GOs and NGOs.
∎ Good communication skill
∎ Good knowledge on communication, liaison and collaboration.
∎ Good problem solving ability
∎ Comfortable in public speaking
∎ Skilled in report preparation at the different stages of the project
∎ Good computer operation skills (especially with MS-Word, Excel, Power point, internet browsing and email applications)
∎ Willing to work under pressure situation

Salary:
∎ BDT 46,851/- per month (including all other benefits).
