  • Strong understanding of environmental and social safeguard frameworks (UNICEF/World Bank ESS preferred)

  • Knowledge of DRR, AAP, safeguarding, and humanitarian principles

  • Excellent communication, facilitation, and community engagement skills

  • Analytical and problem-solving ability

  • Ability to work in complex and challenging field environments



Responsibilities & Context:

Community Development Centre (CODEC) invites application for the following position from the potential Bangladeshi nationals for implementing CODEC "Provide Access to Quality, Inclusive and Gender-Responsive Education for Rohingya Children and Adolescents (3-18) through Early Childhood Education (ECE) and the Myanmar Curriculum (KG-Grade 12) in Cox’s Bazar” Project funded by UNICEF.

The Environment & Social Safeguard Officer will be responsible for ensuring that all project activities

comply with environmental and social standards, safeguard policies, and donor requirements.

The role will focus on minimizing environmental risks, promoting social inclusion, strengthening Disaster Risk Reduction (DRR), ensuring Accountability to Affected Populations (AAP), and managing effective

Community Feedback and Redress Mechanisms (CFRM) within programme implementation.

Key Responsibilities:

Environmental Safeguards

Ensure integration of environmental standards in project design and implementation.

Monitor environmental risks related to project activities and recommend mitigation measures.

Promote environmentally sustainable practices (waste management, eco-friendly materials).

Conduct environmental screening and compliance checks as per donor guidelines (e.g. UNICEF/World Bank ESS).

2. Social Safeguards

Ensure inclusion, equity, and non-discrimination in programme delivery, particularly for girls and children with disabilities.

Monitor social risks including exclusion, conflict sensitivity, and protection concerns.

Support in the implementation of Child Safeguarding (CSG) and Prevention of Sexual Exploitation and Abuse (PSEA) standards.

Ensure compliance with organizational and donor social safeguard frameworks.

Disaster Risk Reduction (DRR)

Integrate DRR strategies into project planning and implementation.

Conduct risk assessments and support preparedness planning for natural hazards (e.g., floods, landslides, cyclones).

Build the capacity of staff and communities on DRR and emergency preparedness.

Support development of contingency and response plans.

Accountability to Affected Populations (AAP)

Ensure communities have access to timely, accurate, and accessible information about project

activities.

Promote meaningful participation of beneficiaries in planning, implementation, and monitoring.

Ensure inclusion of beneficiaries in decision-making processes.

Support transparency and ethical engagement with communities.

Community Feedback and Redress Mechanism (CFRM)

Establish and maintain accessible, safe, and confidential feedback mechanisms (complaint boxes, hotlines, community meetings).

Ensure proper documentation, tracking, and timely resolution of feedback and complaints.

Strengthen referral pathways for sensitive issues (e.g. environmental and social safeguarding).

Analyze feedback trends and recommend programme improvements accordingly.

Monitoring, Reporting & Compliance

Conduct regular field monitoring to ensure compliance with ESS, AAP, and safeguard standards.

Prepare reports on environmental and social compliance, risks, and mitigation actions.

Support audits, assessments, and donor reporting requirements.

Maintain proper documentation of safeguard activities and actions taken.

Capacity Building & Coordination

Provide training and orientation to staff and volunteers on ESS, DRR, AAP, CFRM, PSEA, and safeguarding.

Coordinate with programme, M&E, and protection teams to ensure integrated implementation.

Liaise with stakeholders, local authorities, and community groups on safeguard-related issues.

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation.

Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
