Experience:

• Bachelor of Science (B.Sc.) in Civil Engineering from a recognized university.

• Registration with the Institution of Engineers, Bangladesh (IEB) will be preferred.

Age Limit: 35 (thirty five) years. Age limit is flexible for highly qualified and experienced candidates.

Experience Requirements

• Minimum 10 years of professional experience in civil engineering, construction, maintenance, supervision, infrastructure development, WASH engineering.

Required Competencies and Skills

• Technical Skills

  • Strong knowledge of civil engineering principles, construction practices, and infrastructure development.

  • Sound understanding of BoQ preparation, cost estimation, and construction supervision.

  • Knowledge of Bangladesh National Building Code (BNBC), engineering standards, and safety requirements.

  • Familiarity with WASH infrastructure systems and construction management methodologies.

Software Skills

• Proficiency in:

  • AutoCAD

  • Microsoft Office Suite (Word, Excel, PowerPoint)

  • MS Project or similar project management software

  • GIS and other engineering software (preferred)

Personal Competencies

• High level of integrity and professionalism.

• Ability to work independently and manage multiple assignments.

• Analytical and problem-solving skills.

Dhaka Ahsania Mission (DAM) is a National NGO with Consultative Status with UN ECOSOC and UNESCO. It works for social and spiritual development of the human community. Founded by Khan Bahadur Ahsanullah (R.), an eminent educationist, reformer and Sufi. The founding motto of DAM is ‘Divine and Humanitarian Service’, over last 65 years DAM has been serving the human community for improved living conditions enhancing people’s capacities to maximally utilize their inner potentials. DAM’s current diversified works encompass multidimensional field programs and self-governing institutions in education, health and economic development sectors in Bangladesh. DAM is now looking for a competent, self-motivated and high experienced Bangladeshi professionals as Executive Engineer (Civil & Maintenance) for immediate appointment.

Nature of Appointment: Full time contractual. The contract may be renewed, if considered necessary by DAM.

Overall Responsibilities

The Executive Engineer (Civil & Maintenance) will be responsible for planning, designing, supervising, monitoring, and ensuring quality implementation of infrastructure-related issues under Dhaka Ahsania Mission. The position will ensure compliance with engineering standards, donor requirements, organizational policies, environmental and safety regulations, and national building codes.

The Executive Engineer (Civil & Maintenance) will be reportable to Vice - President (Administration and Finance) , DAM.

Key Responsibilities

• A. Technical Planning and Design

  • Prepare engineering designs, drawings, layouts, technical specifications, and Bills of Quantities (BoQs) for infrastructure.

  • Conduct site assessments, topographical surveys, and feasibility studies.

  • Review and validate engineering estimates, work plans, and construction methodologies.

  • Provide technical recommendations for cost-effective and sustainable infrastructure solutions.

• B. Construction Supervision and Quality Assurance

  • Supervise contractors, construction and maintenance activities to ensure quality implementation.

  • Conduct regular site visits, verify measurements, work progress, and material quality.

  • Ensure implementation followed approved BoQs, drawings, and contractual obligations.

• C. Construction Management and Monitoring

  • Develop construction schedules and monitor progress against targets.

  • Support construction planning, budgeting, and resource allocation.

  • Track milestones and ensure timely completion of construction activities.

  • Prepare work progress reports and technical documentation.

  • Assist in construction work evaluations, assessments, and audits.

• D. Procurement and Contract Management

  • Prepare technical specifications for procurement of construction materials and services.

  • Participate in tender evaluation and technical assessment processes.

  • Verify contractor bills and certify completed works.

  • E. Documentation and Reporting

  • Prepare technical reports, site visit reports, completion reports, and engineering documentation.

  • Maintain updated records of drawings, estimates, contracts, work progress, and construction related files.

  • Prepare engineering inputs for donor reports, proposals, concept notes, and construction documentation.

• F. Coordination and Capacity Building

  • Coordinate with management, construction teams, government departments, consultants, contractors, suppliers, and community stakeholders.

  • Provide technical guidance to staff and teams working in construction field.

  • Conduct orientation and capacity-building sessions on engineering and quality standards when required.

• G. Safety, and Compliance

  • Ensure compliance with the Bangladesh National Building Code (BNBC), Safety regulations and organizational policies.

  • Identify, safety hazards and recommend remedial measures.
