Job Context:
∎ CODEC is an inheritor of DANIDA Bangladesh derived from couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people centered development organization since 1985.
∎ CODEC has been growing and evolving into efficient and effective non-governmental development organization in the coastal area of Bangladesh.
∎ From the beginning of its development intervention CODEC started its activities only with the fisherfolk communities but over the period CODEC now extended its working area with other disadvantaged coastal communities along with the fisherfolk community in the exposed coastal districts in Bangladesh.
∎ Community Development Centre (CODEC) invites application for the following positions from the potential Bangladeshi nationals for our ESHO SHIKHI (“Come and Learn”) Project funded located at 8 districts: Chattogram,Cox’s Bazar, Patuakhali, Pirojpur, Bagerhat, Satkhira,Sherpur,Kishorgonj.
Job Responsibilities:
∎ C.1. Technical Support and Coordination:
∎ District Coordinator will play a lead role in the coordination of programmatic activities. The District Coordinator will receive implementation and coordination guidance of from the Field Coordination Manager. He or she will actively collaborate within the district level GoBb officials, partners, and relevant private sectors stakeholders to support the implementation of programmatic activities and the achievement of the program objectives for ensuring smooth operation of the program. In collaboration with the Field Coordination Manager and members of the technical program team, he or she will develop detailed Implementation Plan for each month and update quarterly and ensure its efficient implementation. Coordinate the implementation of predefined programmatic activities that span all program IRs. Coordinate, support and conduct of all meetings related to ESHO SHIKHI activities. Monitor program components at field level along with training, workshop, meetings at different level and provide feedback and M&E datas. Provide support to the Esho Shikhi program team in the completion of administrative tasks such as collation of supporting financial documentation, participate attendance sheets, collection of M&E forms and the entry of relevant data into the Esho Shikhi MIS system.
∎ C. 2. Program Management and Coordination
∎ Responsible for achievement of programmatic objectives IR 1, IR 2, IR 3 and IR 4.
∎ Provide necessary support to the Upazila Coordinators for and monitoring of planning the coordination of activity implementation, and monitoring of Esho Shikhi activities in the District, Upazila and school level.
∎ Oversee and monitor field level implementation, identify gaps/ challenges and share with Esho Shikhi management team.
∎ Monitor regular planning, accountability and follow up of planned activities, key performance indicators and overall quality education access and assurance matters
∎ Necessary & effective liaison and coordination with field level DPE officials, NGOs, Ups, and relevant stakeholders.
∎ Prepare reports, assist to identify success stories, best practices & documents of the project.
∎ Review of progress/DIPs, budget utilization and provide required information required by the central level Esho Shikhi team
∎ Work closely with GoB officials and ensure approval and endorsement of all activities plans when and where necessary
∎ Check all upazila level expenditures/ expenses (training, workshop etc.) and ensure the supply of required documents to central level Esho Shikhi team.
∎ Representing Esho Shikhi at district level monthly meeting with head teachers, UEO, AUEO and DC.
∎ Share the update project information with the project management and receive necessary feedback/suggestion to implement the project effectively.
∎ Initiate contact, dialogues and rapport building with primary and secondary stakeholders in the program operation area such as District, Upazilla, Union Parishad, community, civil society and media (electronic & press).
∎ Attend at District, Upazilla and Union Parishad level meetings with priority based agenda and present the program accomplishments and constraints.
∎ Maintain rogram and accounts related reports, records, case studies, inventory records and data information in documentation process.
∎ C.3. Additional Skills :
∎ Advanced computer skills in Microsoft Word, Excel, and PowerPoint.
∎ Strong communication skills with Gob level spokesperson/officer
∎ Work well independently as well as part of a team
∎ Ability and desire to travel frequently to visit school sites
∎ Excellent verbal and written communication skills in Bangla and English
∎ C.4. Representation, Communication & Reporting:
∎ Prepare weekly reports, monthly reports, and other program reports for Esho Shikhi management team as needed,
∎ Participate in and contribute to meetings, workshops, seminars relevant to the Esho Shikhi Activity as required and directed by the Esho Shikhi Chief of Party or CODEC Executive Director
∎ Maintain liaison with GoB/NGO officials, local elite and other key formal and informal sectors/leaders in the area.
∎ Disseminate new information, lessons learnt, government’s new policies and programs etc. to the appropriate forums when needed.
∎ Maintain regular liaison as well as to help program personnel to establish working relationship among GoB, Local Administration, and Private Sector at upazila level.
∎ You will be responsible to maintain a Work Journal, where you will document your learnings, mistakes, challenges, experiences, accumulated knowledge, etc. either in English/Bengali and share with your line manager/CODEC management when required.
∎ You will be responsible to coordinate with all teams/departments of your project/program to document and share all knowledge that can be relevant and beneficial for the organization.
∎ S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Duration of this position is initially two years and may be extended subject to performance as well available of donor fund
Additional Requirements:
∎ Age 40 to 55 years
∎ Both males and females are allowed to apply
∎ Minimum 5 years of experience to implement education project withing the government system. Experience with International NGO’s will preferable.
∎ Sound knowledge of early grade reading, teacher training, student assessment, mentoring, community engagement etc.
∎ Should have experience in community mobilization, education in emergencies
∎ Minimum 40 to Maximum 55. Age may be relaxed for experienced candidates
Salary: Tk. 80000 (Monthly)
