Education:
    • Bachelor of Science (BSc) in Civil Engineering
    • Masters
  • Master's degree in Highway/Transportation Engineering (a Bachelor's in Civil Engineering is mandatory if following the engineering route).

  • Training in road safety engineering, road safety audits or road safety management is preferred.

Skills Required:

Additional Requirements:
  • Age At least 27 years
  • Minimum 15 years of professional experience in road-safety engineering and assessment studies in Bangladesh.

  • Minimum 10 years of experience in transport or road-safety institutional and regulatory work in Bangladesh.

  • Demonstrated experience in institutional-strengthening assignments involving road safety and multiple public-sector stakeholders, including transport, health and highways institutions.

  • Experience serving as Deputy Team Leader or senior key expert on at least 2 assignments financed by major multilateral or bilateral development partners.

  • Experience on a foreign-aided or externally financed development assignment will be an added advantage.

  • Additional Requirements:

  • The applicants should have experience in road-safety management, institutional capacity reviews, strategy/action-plan development, stakeholder coordination and donor-funded assignment management.

  • Strong Bangla and English drafting, analytical writing, team leadership and high-level facilitation skills are required.

  • Prior experience leading or contributing to a road-safety management capacity review in Bangladesh or another country will be preferred.

  • Fluency in English (written and spoken), working proficiency in Bangla and computer literacy are required.



Responsibilities & Context:

Job Responsibilities:

  • Act as the national counterpart to the international Team Leader and lead the national team on a day-to-day basis for a national road-safety policy, regulatory and institutional-reform assignment in Bangladesh.

  • Support and coordinate a national road-safety management capacity review using recognized international guidance, including institutional mapping, functional assessment and gap analysis.

  • Support the review of national road-transport laws, rules and statutory instruments, and coordinate inputs toward proposed road-safety legislation.

  • Lead national-level coordination for development or updating of a road-safety strategy and action plan, including data analysis, target-setting and multi-year work programming.

  • Support development of a roadmap for establishing or reforming a national road-safety authority or equivalent institution, including organizational structure, coordination mechanisms and legislative drafting instructions.

  • Coordinate and provide technical support to relevant national road-safety coordination and transport institutions, including high-level meetings and clarification of institutional roles and responsibilities.

  • Plan, organize and facilitate national stakeholder workshops, consultations, working meetings and focus group discussions with government, police, health, civil society and development partners.

  • Liaise regularly with transport, highways, police, health and urban-transport agencies to build consensus and validate findings and recommendations.

  • Ensure quality assurance, timeliness and coherence of diagnostic, legal, institutional, strategy, action-plan, progress and final deliverables.

  • Support the Team Leader in overall assignment management, work planning, expert coordination and reporting to designated client counterparts.

  • Any other related activity required for successful delivery of the assignment.
